Mark Geduldig-Yatrofsky, P. O. Box 50141, asked that City Council use the funding <br />formula to share part of this funding with schools. <br /> <br />Motion by Mr. Clark, and seconded by Mr. Battle, to adopt the following ordinance, <br />and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING CARES ACT FUNDING IN THE AMOUNT OF $8,235,862 <br />AND APPROPRIATING SAID AMOUNT IN THE FY 2021 GRANTS FUND FOR USE <br />BY THE CITY IN ACCORDANCE WITH THE ACT.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 171 - Adoption of an ordinance accepting COVID-19 Emergency Funds in the <br />amount of $40,000 from the Department of Housing and Community Development <br />and appropriating said sum in the FY 2021 Grants Fund for use by the Department <br />of Social Services to support operational costs of the Portsmouth Homeless Action <br />Consortium Continuum of Care member agencies. <br /> <br />Background: <br /> <br /> In response to the COVID-19 emergency, Virginia Housing is committing over $12 <br />million in REACH (Resources Enabling Affordable Community Housing in Virginia) funds <br />to help support and maintain this network’s critical service delivery and operational <br />capacity through the COVID-19 Emergency Funding Support Program. <br /> <br /> <br /> The purpose of the COVID-19 Emergency Funding is to support the effortsof <br />seven critical housing networks: HUD Housing Counseling, Virginia Habitat for Humanity <br />Affiliates, Virginia Housing’s Housing Choice Voucher Network, Virginia Housing’s <br />Accessibility Network, Virginia’s Public Housing and Redevelopment Authorities, <br />Virginia’s Non-Profit Housing Developers, and Virginia’s Continuum of Care CoC / <br />Balance of State (BoS) Continuum of Care <br /> <br /> DSS is the Lead organization of the PHAC CoC and was eligible to apply for <br /> <br />operational support for CoC member organizations. <br /> <br />Discussion: <br /> <br /> Department of Social Services is the lead agency for PHAC and receives $2,000 <br />for administrative costs. The remaining balance of the funds is distributed to other PHAC <br /> <br />agencies as awarded by the state, including: <br /> Portsmouth Volunteers for the Homeless is awarded $12,666.67 for salaries, <br />o <br /> <br />building maintenance, rent, cleaning supplies and PPE. <br /> Portsmouth Area Resource Coalition is awarded $12,666.66 for salaries, building <br />o <br /> <br />maintenance, rent, IT services/software, and cleaning supplies. <br /> HER Shelter is awarded $12,666.67 for professional cleaning for shelters, building <br />o <br /> <br />maintenance and rent. <br /> <br />Financial Impact: <br /> <br /> <br /> There is no financial impact to the city <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br /> <br /> <br /> <br /> <br /> <br />
