July 16, 2020 <br /> <br /> <br /> The remainder of 2715 Turnpike Road was used by a neighboring church for <br />temporary parking when the property was owned by VDOT. The church has approached <br />the Economic Development Authority about purchasing the property. <br /> <br /> If City Council approves conveyance of these properties to EDA, EDA will <br />negotiate the terms and conditions of the conveyances to the interested parties. <br /> <br />Financial impact: <br /> <br /> The conveyance of the parcels to EDA will benefit the City and its residents <br />financially by returning a portion of the property to the tax rolls and saving mowing and <br />maintenance costs. <br /> <br />Recommended Action: <br /> <br /> Adoption of the Resolution. <br /> <br />Next Steps Following Council Action: <br /> <br /> The City Manager will execute a Deed to convey the properties to EDA. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Battle, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION AUTHORIZING THE CONVEYANCE OF 2701, 2709 AND 2715 <br />TURNPIKE ROAD TO THE ECONOMIC DEVELOPMENT AUTHORITY. <br /> <br />WHEREAS, <br /> the Virginia Department of Transportation performed a project to <br />widen Turnpike Road in Portsmouth; and <br /> <br />WHEREAS, <br /> VDOT acquired property necessary for the road widening project and <br />upon completion of the project it conveyed all remnant parcels of the property that were <br />not necessary for the project to the City of Portsmouth; and <br /> <br />WHEREAS, <br /> the remnant parcels include 2701 Turnpike Road (Tax Parcel 0189- <br />0240), 2709 Turnpike Road (0189-0270), and 2715 Turnpike Road (0189-0290) (the <br />“Property”); and <br /> <br />WHEREAS, <br /> the Economic Development Department has received inquiries about <br />conveyance of different portions of the Property for (1) development of single family <br />housing and (2) use for parking; and <br /> <br />WHEREAS, <br /> the conveyance and development of the Property would benefit the <br />City and its residents financially by returning the Property, or a portion thereof, to the tax <br />rolls and saving the City costs for mowing and other maintenance; <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia, that it approves and authorizes the conveyance of the Property and/or an interest <br />therein to the Economic Development Authority; and <br /> <br />BE IT FURTHER RESOLVED <br /> that the City Manager is authorized to execute and <br />deliver one or more Deeds conveying the Property to the Economic Development <br />Authority and to take such further actions as she deems necessary or appropriate in <br /> <br />furtherance of the purpose of this Resolution.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />- New Business - <br /> <br />20 - 184 - Items Submitted by Council Members <br /> <br />a.
