July 16, 2020  The remainder of 2715 Turnpike Road was used by a neighboring church for temporary parking when the property was owned by VDOT. The church has approached the Economic Development Authority about purchasing the property.  If City Council approves conveyance of these properties to EDA, EDA will negotiate the terms and conditions of the conveyances to the interested parties. Financial impact:  The conveyance of the parcels to EDA will benefit the City and its residents financially by returning a portion of the property to the tax rolls and saving mowing and maintenance costs. Recommended Action:  Adoption of the Resolution. Next Steps Following Council Action:  The City Manager will execute a Deed to convey the properties to EDA. Motion by Mr. Moody, and seconded by Mr. Battle, to adopt the following resolution, and was adopted by the following vote: “RESOLUTION AUTHORIZING THE CONVEYANCE OF 2701, 2709 AND 2715 TURNPIKE ROAD TO THE ECONOMIC DEVELOPMENT AUTHORITY. WHEREAS, the Virginia Department of Transportation performed a project to widen Turnpike Road in Portsmouth; and WHEREAS, VDOT acquired property necessary for the road widening project and upon completion of the project it conveyed all remnant parcels of the property that were not necessary for the project to the City of Portsmouth; and WHEREAS, the remnant parcels include 2701 Turnpike Road (Tax Parcel 0189- 0240), 2709 Turnpike Road (0189-0270), and 2715 Turnpike Road (0189-0290) (the “Property”); and WHEREAS, the Economic Development Department has received inquiries about conveyance of different portions of the Property for (1) development of single family housing and (2) use for parking; and WHEREAS, the conveyance and development of the Property would benefit the City and its residents financially by returning the Property, or a portion thereof, to the tax rolls and saving the City costs for mowing and other maintenance; NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that it approves and authorizes the conveyance of the Property and/or an interest therein to the Economic Development Authority; and BE IT FURTHER RESOLVED that the City Manager is authorized to execute and deliver one or more Deeds conveying the Property to the Economic Development Authority and to take such further actions as she deems necessary or appropriate in furtherance of the purpose of this Resolution.” Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe Nays: None - New Business - 20 - 184 - Items Submitted by Council Members a.
