June 23, 2020 <br /> <br />Background: <br /> <br /> <br /> Dr. Elie Bracy, III sent a letter indicating that the Portsmouth Public Schools have <br />a total of $3,033,287.77 in open encumbrances that have not been expended as of June <br />10, 2020. <br /> <br /> Dr. Bracy is requesting that the funding related to these encumbrances be carried <br />forward into the next fiscal year. <br /> <br />Discussion: <br /> <br /> City Council Ordinance 2019-31 states “all unspent appropriations under this <br />ordinance or any ordinance appropriating funds for the FY 2020 Portsmouth Public <br />Schools budgets shall lapse at the end of the fiscal year, as provided under 22.1-100 <br />of the Code of Virginia. Funds encumbered but unpaid by the end of the fiscal year will <br />be deemed unspent appropriations that will require re-appropriations by the City <br /> <br />Council.” <br /> <br /> Re-appropriation of the encumbered funds will allow PPS to meet its obligations to <br />its vendors for the identified services, supplies, materials, and equipment. <br /> <br />Financial Impact: <br /> <br /> This is a re-allocation of previously appropriated FY 2020 PPS General Fund <br /> <br />money. <br /> <br /> <br /> The FY 2021 PPS General Fund will increase by the said amount. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will complete the necessary budget transfers. <br /> <br />Motion by Mr. Clark, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE TO RE-APPROPRIATE THE SUM OF $3,033,287.77 OF <br />ENCUMBERED BUT UNEXPENDED FUNDS FROM THE FY 2020 PORTSMOUTH <br />PUBLIC SCHOOLS GENERAL FUND INTO THE FY 2021 PORTSMOUTH PUBLIC <br />SCHOOLS GENERAL FUND.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 163 - Adoption of an ordinance accepting with appreciation a donation of $100 <br />from Garland Abbott III and appropriating said funds to the FY 2020 Grants Fund <br />for use by the Department of Social Services to support operations of the Services <br />Intake Unit. <br /> <br />Background: <br /> <br /> The Department of Social Services, Adult Services Intake Unit Division provides <br />support services to individuals and families who may need assistance with companion <br /> <br />services, food, utilities, mortgage and rental assistance. <br /> <br />Discussion: <br /> <br /> The DSS received a money order from Mr. Garland Abbott III, in the amount of <br />$100. <br /> <br /> Donated funds are to be utilized to assist Portsmouth citizens as needed. <br /> <br />Financial Impact: <br /> <br /> <br /> The funding available to assist citizens in need would increase by $100. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance <br /> <br /> <br /> <br /> <br /> <br /> <br />
