June 23, 2020 “ORDINANCE AMENDING THE FY 2021 ADOPTED BUDGET FOR THE CITY OF PORTSMOUTH TO (1) APPROPRIATE FUNDS IN THE AMOUNT OF $299,950 FROM THE STORMWATER MANAGEMENT FUND BALANCE TO THE FY 2021 OPERATING BUDGET FOR THE STORMWATER MANAGEMENT FUND AND (2) APPROPRIATE FUNDS IN THE AMOUNT OF $2,549,776 FROM THE PUBLIC UTILITIES FUND BALANCE TO THE FY 2021 OPERATING BUDGET FOR THE PUBLIC UTILITIES FUND.” Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe Nays: None 20 - 161 - Adoption of an ordinance to transfer the amount of $250,000 from the City Manager’s Contingency line item in the Transfers and Contingencies section of the Non-Departmental category of the FY 2020 General Fund Budget to the Department of Engineering section of the FY 2020 General Fund Budget for the removal of the Confederate Monument located at the intersection of Court Street and High Street. Background:  During the Special City Council Meeting on Wednesday, June 10, 2020, City Council requested that the City Manager bring forward an ordinance to appropriate the sum of $250,000 for the removal of the Confederate Monument located on the corner of Court Street and High Street. Discussion:  The City Manager’s contingency line will serve as the source of funding for this project. Financial Impact:  The City Manager contingency line item (Non-Departmental) of the FY 2020 General Fund Budget will be reduced by $250,000 and the Engineering Department section of the FY 2020 Budget will be increased by $250,000. Recommended Action:  Adoption of the ordinance Next Steps Following Council Action:  The Finance Department will complete the necessary budget transfers. 1. Mark Geduldig-Yatrofsky, P. O. Box 50141, commented in opposition to this item. 2. Danny Robey, 12 Cypress Road, commented his concern as to why a member of council would not allow someone to remove the monument for free. Motion by Ms. Lucas-Burke, and seconded by Mr. Battle, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE TO TRANSFER THE AMOUNT OF $250,000 FROM THE CITY MANAGER’S CONTINGENCY LINE ITEM IN THE TRANSFERS AND CONTINGENCIES SECTION OF THE NON-DEPARTMENTAL CATEGORY OF THE FY 2020 GENERAL FUND BUDGET TO THE DEPARTMENT OF ENGINEERING SECTION OF THE FY 2020 GENERAL FUND BUDGET FOR THE REMOVAL OF THE CONFEDERATE MONUMENT LOCATED AT THE INTERSECTION OF COURT STREET AND HIGH STREET.” Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe Nays: None 20 - 162 - Adoption of an ordinance to re-appropriate the sum of $3,033,287.77 of encumbered but unexpended funds from the FY 2020 Portsmouth Public Schools General Fund into the FY 2021 Portsmouth Public Schools General Fund.
