June 23, 2020 <br /> <br />“ORDINANCE AMENDING THE FY 2021 ADOPTED BUDGET FOR THE CITY OF <br />PORTSMOUTH TO (1) APPROPRIATE FUNDS IN THE AMOUNT OF $299,950 FROM <br />THE STORMWATER MANAGEMENT FUND BALANCE TO THE FY 2021 OPERATING <br />BUDGET FOR THE STORMWATER MANAGEMENT FUND AND (2) APPROPRIATE <br />FUNDS IN THE AMOUNT OF $2,549,776 FROM THE PUBLIC UTILITIES FUND <br />BALANCE TO THE FY 2021 OPERATING BUDGET FOR THE PUBLIC UTILITIES <br />FUND.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 161 - Adoption of an ordinance to transfer the amount of $250,000 from the City <br />Manager’s Contingency line item in the Transfers and Contingencies section of the <br />Non-Departmental category of the FY 2020 General Fund Budget to the Department <br />of Engineering section of the FY 2020 General Fund Budget for the removal of the <br />Confederate Monument located at the intersection of Court Street and High Street. <br /> <br />Background: <br /> <br /> During the Special City Council Meeting on Wednesday, June 10, 2020, City <br />Council requested that the City Manager bring forward an ordinance to appropriate the <br />sum of $250,000 for the removal of the Confederate Monument located on the corner of <br />Court Street and High Street. <br /> <br />Discussion: <br /> <br /> <br /> The City Manager’s contingency line will serve as the source of funding for this <br />project. <br /> <br />Financial Impact: <br /> <br /> <br /> The City Manager contingency line item (Non-Departmental) of the FY 2020 <br />General Fund Budget will be reduced by $250,000 and the Engineering Department <br />section of the FY 2020 Budget will be increased by $250,000. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will complete the necessary budget transfers. <br /> <br />1.
