<br /> WHEREAS, Amendment No. 2 proposes to add certain property to the project, and to change
<br />the Land Use Plan to allow for commercial, residential and mixed reuses; and
<br />
<br /> WHEREAS, the Portsmouth Redevelopment and Housing Authority has resolved that this Amend-
<br />ment is in the best interest of the City's renewal effort; and
<br />
<br /> WHEREAS, this Couneil~is cognizant.al the conditions that are imposed by the~p~oYisions o~
<br />~ha~Housing and Community Development Act Of 1974, as amended, including those prohibiting
<br />discrimination because of race, age, color, creed, sex or national origin; and
<br />
<br /> WHEREAS, in the judgment of this council it is in the interest of the City and its inhabi
<br />rants that the said Amendment is approved.
<br />
<br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia:
<br />
<br /> 1. That Amendment No. 2 to the Redevelopment Plan for the Southside IV Redevelopment
<br />Project, having been duly reviewed and considered, it is hereby found:
<br />
<br /> (a) That the objectives of the Southside IV Redevelopment Project, Portsmouth,
<br />Virginia, can be better achieved by the adoption of said Amendment.
<br />
<br /> (b) That Amendment ~o. 2 for the project area meets the requirements as a Redevelop-
<br />ment Project under Title 36 of the Code of Virginia, 1950, as amended.
<br />
<br /> 2. That Amendment No. 2 to the Southside IV Redevelopment Plan for the Southside IV
<br />Redevelopment ?roject, having been duly reviewed and considered, is hereby approved and the
<br />city Clerk is hereby directed to file a copy of said Amendment with the minutes of this meetin
<br />

<br /> 86-181 Letter from the City Manager recommending adoption of a motion to approve the
<br />Summer Lunch Program and transfer of $146,138 from the Grants Contigency Account to fund the
<br />project after it has been awarded.
<br />
<br /> "The Department of Parks g Recreation is applying for funds from the United States
<br />Department of Agriculture to provide free lunches during the summer to Portsmouth youths who
<br />live in low income areas of the City. An application for $146,138.00 in federal funds will
<br />permit us to serve an estimated 2,464 meals per day for eight weeks at thirteen different site
<br />all of which are located in areas where more than fifty percent of the regular public school
<br />population was eligible for free or reduced price lunches. No local cash match ms required
<br />by the grant.
<br />
<br /> The annual Summer Lunch Program helps to meet the nutritional needs of children during
<br />the summer and promotes a constructive group activity for the youngsters. I recommend your
<br />approval of this project and the transfer of $146,138.00 from the Grants Contingency Account
<br />to fund the project after it has been awarded. The U. S. Department of Agriculture is expected
<br />to award the grant in June. I am requesting administrative action to authorize the expenditure
<br />of funds immediately upon notification of grant award no avoid delays with program start-up
<br />activities. If the grant is not awarded, no expenditures will occcur.
<br />
<br /> Motion of Mr. Corprew and seconded by Mrs. Webb, to approve the Summer Lunch Program
<br />and that $146,138 be transferred from the Grants Contingency Account, as requested, and was
<br />adopted by unanimous vote.
<br />
<br /> 86-182 Letter from the City Manager recommending adoption of a motion to refund $224.93
<br />(without interest[ to William I. Crodick for real estate taxes for the first quarter of 19~5-8~
<br />
<br /> During the course of transfer of property located on parcel 73 Edgefield, section 4
<br />(City Map ~872 parcel 170[ real estate taxes for the first quarter 1985-86 were erroneously
<br />paid twice.
<br />
<br /> The City Treasurer has requested that a refund in the amount of $224.93, without interest
<br />be provided to Mr. William I. Crodick, c/o Attorney William E. Buyrn, 1205 Bainbridge Blvd.,
<br />Chesapeake, Virginia, 23324.
<br />
<br /> I concur with Mr. Whitehurst's reaommendation that a motion be £avorabley considered
<br />refunding this tax."

<br /> Motion of Mrs. Webb and seconde~ by Mr. Gray, that authorization be granted to refund to
<br />William I. Crodick, c/o Atty./WilliamZ~yrn, 1205 Bainbridge Blvd., Chesapeake, Virginia, 23324,
<br />~224.93, without interest, for first quarter 1985-86 real estate taxes, and was adopted by
<br />unanimous vote.

<br /> 86-183 Letter from the City Manager recommending adoption of a motion to acceFt bid and
<br />execute contract for the Public Utilities Department's timber sale.
<br />
<br /> "The City's Department of Public Utilities is currently involved in a Watershed Forestry
<br />Plan. The plan has as ~ts principle objectmves the maintenance and protection of this City's
<br />water supply, as well as ~ts quality through the careful management of the property surroundin
<br />our lakes. The plan was formulated by the Virg~nma Divismon of Forestry and consists of a
<br />sequential system of clearing, replanting and thinning ~o provide the optimum benefits for
<br />these lakes.
