<br /> 86-179 Letter from the City Manager recommending adoption of a resolution to approve
<br />Amendment No. 5 to the Southside III Redevelopment Plan for the Southside III Redevelopment
<br />Project.

<br /> "The proposed Plan Amendments to Southside tli and IV were heard at the joint public
<br />hearing on May 13, with the Pcrnsmouth Redevelopment and Housing Authority. At that time
<br />there was no public comment.
<br />
<br /> Phe amendments propose a change to the Land Use Plan for Southside III Redevelopment Pro-
<br />je.ct to allow light industrial and office/warehouse reuses. The proposed changes to Southside
<br />IV Redevelopment Project Land Use Plan include light industrial, office/warehouse, commercial
<br />and residential~mixed reuses as well as expansion of the project's eastern boundary to include
<br />the former U. S. Coast Guard Property.
<br />
<br /> The amendments reflect the development planned for PortCentre ComMerce Park and the
<br />residential component by Portsmouth Redevelopment and Housing Authority which, as you know,
<br />will be developed by the Industrial Development Authority of the City of Portsmouth."

<br /> On motion of Mr. Gray and seconded by Mr. Beamer, the following resolution was adoFted,
<br />and by the following vote:
<br />
<br /> "A RESOLUTION APPROVING AMENDMENT NO. 5 TO THE SOUTHSIDE III REDEVELOPMENT PLAN
<br /> FOR THE SOUTHSIDE III REDEVELOPMENT PROJECT.
<br />
<br /> WHEREAS, this Council by resolution adopted February 24, 1976, approved a Redevelopment
<br />Plan for the Southside III Redevelopment Project, Portsmouth, Virginia; and
<br />
<br /> WHEREAS, there has been presented to this body for consideration and approval, a copy of
<br />an amended Redevelopment Plan for the project area, which Plan consists of 13 pages and 2~
<br />exhibits; and
<br />
<br /> WHEREAS, Amendment No. 5 proposes to change the land Use Plan to allow for light industr5
<br />reuses; and
<br />
<br /> WHEREAS, the Portsmouth Redevelopment and Housing Authority has resolved that this
<br />Amendment is in the best interest of the City's renewal effort; and
<br /> WHEREAS, this Council is cognizant of the conditions that are imposed by the provisions
<br />of the Housing and Community Development Act of 1974, as amended, including those prohibiting
<br />discrimination because of race, age, color, creed, sex or national origin; and
<br /> WHEREAS, in the judgment of this Council it is in the interest of the Cit) and its in-
<br />habitants that the said Amendment is approved.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City Portsmouth, Virginia:
<br /> 1. That Amendment No. 5 to the Redevelopment Plan for the Southside III Redevelopment
<br />Peoject, having been duly reviewed and considered, it is hereby found:
<br /> (a) That the objectives of the Southside II1 Redevelopment Project, Portsmouth,
<br />Virginia, can be better achieved by the adoption of said Amendment.
<br /> (b) That Amendment No. 5 for the Froject area meets the requirements as a Redevelop-
<br />ment Project under Title 36 of the Code of Virginia, 1950, as amended.
<br /> 2. That AmendmentNo. 5 to the Southside II1 Redevelopment Plan for the Southside III
<br />Project, having been duly reviewed and considered, is hereby approved and the City Clerk is
<br />hereby directed to file a copy of said Amendment with the minutes of this meeting.

<br /> of an amended Redevelopment Plan for the Froject area, which Plan consists of 12 pages and
<br /> 2 exhibits; and
