May 26, 2020 <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Battle, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING WITH APPRECIATION A DONATION OF $1,500 FROM <br />ENVIVA HOLDINGS AND APPROPRIATING SAID FUNDS TO THE FY 2020 GRANTS <br />FUND FOR USE BY THE DEPARTMENT OF SOCIAL SERVICES TO SUPPORT <br />OPERATIONS OF THE SERVICES INTAKE UNIT.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 136 - Adoption of an ordinance accepting with appreciation a donation of $100 <br />from the Portsmouth Chapter of the National Drifters Incorporated and <br />appropriating said funds to the FY 2020 Grants Fund for use by the Department of <br />Social Services to support operations of the Services Intake Unit. <br /> <br /> <br />Background: <br /> <br /> The Department of Social Services, Services Intake Unit, provides assistance to <br /> <br />adult citizens in need of support with food, utility assistance, rent and mortgage payments. <br /> <br /> <br /> Eligible citizens are assisted through program funds and donations. <br /> <br />Discussion: <br /> <br /> The DSS received a check from the Portsmouth Chapter of the National Drifters <br />Inc. in the amount of $100.00. <br /> <br /> Donated funds will be utilized to assist Portsmouth citizens as needed. <br /> <br />Financial Impact: <br /> <br /> <br /> The funding available to assist citizens in need would increase by $100. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will make the appropriate budget adjustments. <br /> <br />Motion by Ms. Psimas, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING WITH APPRECIATION A DONATION OF $100 FROM <br />THE PORTSMOUTH CHAPTER OF THE NATIONAL DRIFTERS INCORPORATED <br />AND APPROPRIATING SAID FUNDS TO THE FY 2020 GRANTS FUND FOR USE BY <br />THE DEPARTMENT OF SOCIAL SERVICES TO SUPPORT OPERATIONS OF THE <br />SERVICES INTAKE UNIT.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />- New Business - <br /> <br />20 - 137 - Items Submitted by Council Members <br /> <br />• Adoption of a resolution designating Rush Street Gaming LLC and its affiliate <br />Portsmouth Gaming Holdings, LLC as the preferred casino gaming operator for the City <br />of Portsmouth. (Roll Call Vote) <br /> <br />1. Cliff Page, 465 Primrose Street, commented in opposition to this item. <br /> <br />2. Mark Geduldig-Yatrofsky, P. O.
