May 26, 2020 Background:  The Risk Management Fund is used for payment of costs related to health and safety, risk management and insurance, and the resolution of claims.  While it is anticipated that the FY 2020 Risk Management Fund Budget currently has enough remaining funds to cover costs through the end of the FY 2020 Fiscal Year (June 30, 2020), it is advisable to appropriate $1,000,000 into the Budget from the Risk Management Fund Balance to cover any unanticipated costs and expenses. Discussion:  Any funds in the FY 2020 Risk Management Fund Budget as of June 30, 2020 will revert to the Risk Management Fund Balance. Financial Impact:  The FY 2020 Risk Management Fund Budget will be increased by $1,000,000. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  Finance will make the necessary budget adjustments. Motion by Ms. Psimas, and seconded by Ms. Lucas-Burke, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE APPROPRIATING THE SUM OF $1,000,000 FROM THE RISK MANAGEMENT FUND BALANCE TO THE FY 2020 RISK MANAGEMENT FUND BUDGET.” Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe Nays: None 20 - 134 - Adoption of an ordinance transferring $168,658 from the Cavalier Manor Athletic Complex Project in the FY 2020 Capital Improvement Fund Budget to the Outdoor Recreation Facility Repair Project in the FY 2020 Capital Improvement Budget. Motion by Mr. Clark, and seconded by Ms. Lucas-Burke, to withdraw Item 20-134 from the agenda, and was adopted by the following vote: Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe Nays: None 20 - 135 - Adoption of an ordinance accepting with appreciation a donation of $1,500 from Enviva Holdings and appropriating said funds to the FY 2020 Grants Fund for use by the Department of Social Services to support operations of the Services Intake Unit. Background:  The Department of Social Services, Services Intake Unit, provides assistance to adult citizens in need of support with food, utility assistance, rental and mortgage payments.  Eligible citizens are assisted through program funds and donations. Discussion:  The DSS received a check from Enviva in the amount of $1,500.  Donated funds will be utilized to assist Portsmouth citizens as needed. Financial Impact:  The funding available to assist citizens in need would increase by $1,500. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  Finance will make the appropriate budget adjustments.
