May 26, 2020 <br /> <br />Background: <br /> <br /> The Risk Management Fund is used for payment of costs related to health and <br /> <br />safety, risk management and insurance, and the resolution of claims. <br /> <br /> While it is anticipated that the FY 2020 Risk Management Fund Budget currently <br />has enough remaining funds to cover costs through the end of the FY 2020 Fiscal Year <br />(June 30, 2020), it is advisable to appropriate $1,000,000 into the Budget from the Risk <br /> <br />Management Fund Balance to cover any unanticipated costs and expenses. <br /> <br />Discussion: <br /> <br /> Any funds in the FY 2020 Risk Management Fund Budget as of June 30, 2020 will <br />revert to the Risk Management Fund Balance. <br /> <br />Financial Impact: <br /> <br /> <br /> The FY 2020 Risk Management Fund Budget will be increased by $1,000,000. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will make the necessary budget adjustments. <br /> <br />Motion by Ms. Psimas, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE APPROPRIATING THE SUM OF $1,000,000 FROM THE RISK <br />MANAGEMENT FUND BALANCE TO THE FY 2020 RISK MANAGEMENT FUND <br />BUDGET.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 134 - Adoption of an ordinance transferring $168,658 from the Cavalier Manor <br />Athletic Complex Project in the FY 2020 Capital Improvement Fund Budget to the <br />Outdoor Recreation Facility Repair Project in the FY 2020 Capital Improvement <br />Budget. <br /> <br />Motion by Mr. Clark, and seconded by Ms. Lucas-Burke, to withdraw Item 20-134 <br />from the agenda, and was adopted by the following vote: <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 135 - Adoption of an ordinance accepting with appreciation a donation of <br />$1,500 from Enviva Holdings and appropriating said funds to the FY 2020 Grants <br />Fund for use by the Department of Social Services to support operations of the <br />Services Intake Unit. <br /> <br />Background: <br /> <br /> The Department of Social Services, Services Intake Unit, provides assistance to <br />adult citizens in need of support with food, utility assistance, rental and mortgage <br /> <br />payments. <br /> <br /> <br /> Eligible citizens are assisted through program funds and donations. <br /> <br />Discussion: <br /> <br /> The DSS received a check from Enviva in the amount of $1,500. <br /> <br /> Donated funds will be utilized to assist Portsmouth citizens as needed. <br /> <br />Financial Impact: <br /> <br /> <br /> The funding available to assist citizens in need would increase by $1,500. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will make the appropriate budget adjustments. <br /> <br /> <br />
