<br />At a Virtual Meeting of the City Council on Tuesday, May 12, 2020, there were
<br />present:
<br />
<br />Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr.,
<br />Elizabeth M. Psimas, Nathan J. Clark, Paul J. Battle, Shannon E. Glover, City Manager
<br />Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr.
<br />
<br /> Mayor Rowe called the meeting to order and welcomed all in attendance.
<br />
<br />The following statement was read by Mayor Rowe:
<br />
<br />“In accordance with Governor Ralph Northam’s Declaration of a State of
<br />Emergency due to novel coronavirus (Executive Order 51) on March 12, 2020 and the
<br />Local Declaration of Emergency ratified by the Portsmouth City Council; and due to the
<br />coronavirus pandemic which is continuing in the Commonwealth of Virginia, this work
<br />th
<br />session of the Portsmouth City Council is being held by video conference on the 12
<br />day of May, 2020 without a quorum present in the City Council Chamber in order to
<br />reduce the likely spread of the coronavirus. Each city council member is participating
<br />from their home and I am in the City Council Chamber. This meeting is being held in
<br />accordance with Portsmouth City Ordinance 2020-21.”

<br /> Motion by Ms. Lucas-Burke, and seconded by Mr. Clark, to approve the minutes
<br />of a Virtual City Council Meeting of April 28, 2020.
<br />
<br /> Motion by Mr. Moody, and seconded by Ms. Psimas, to amend the minutes of April
<br />28, 2020 to include the following language under Items Submitted by Council Members,
<br />and was adopted by the following vote:
<br />
<br />“when funds become available for bonuses and wage increases.”
<br />
<br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe
<br />Nays: None
<br />
<br /> Motion by Ms. Lucas-Burke, and seconded by Mr. Clark to adopt the minutes of a
<br />Virtual City Council Meeting of April 28, 2020 with the above amendment, and was
<br />adopted by the following vote:

<br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe

<br />
<br />20-121 Public hearing on proposed real property tax increase.
<br />
<br />1. Marcel Castro, 4135 Bishops Place, commented in opposition to this item.
<br />
<br />2. Jennifer Castro, 4135 Bishops Place, commented in opposition to this item.
<br />
<br />3. Tony Goodwin, 38 Linden Avenue, asked for clarification with regards to this public
<br />hearing.

<br />- City Manager’s Report -
<br />
<br />20 - 122 - Adoption of ordinances and resolutions to appropriate the total sum of
<br />$697,541,202 for the operation of the City Government for Fiscal Year 2021 for the
<br />following areas: City Operating Budget -- $461,563,317; Capital Improvement Fund
<br />$24,987,313; Parking Authority Capital Improvement Fund -- $100,000; and
<br />Portsmouth Public Schools Operating Budget -- $210,890,572.
