April 28, 2020 <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will make the necessary budgetary adjustment. <br /> <br /> <br /> To proceed with the usage of funds per the terms and conditions outlined by HHS. <br /> <br />Motion by Mr. Clark, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING CARES ACT FUNDS IN THE AMOUNT OF $91,593.55 <br />FROM THE U.S. DEPARTMENT OF HEALTH AND HUMAN SERVICES AND <br />APPROPRIATING SAID AMOUNT IN THE FY 2020 GRANTS FUND FOR USE BY THE <br />DEPARTMENT OF FIRE, RESCUE AND EMERGENCY SERVICES.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 111 - Adoption of an ordinance accepting a supplemental Next Generation 9-1- <br />1 ESInet migration grant in the amount of $1,923.49 from the Virginia 9-1-1 Service <br />Board and appropriating said sum in the FY 2020 Grants Fund for use by the <br />Department of Information Technology. <br /> <br />Background: <br /> <br /> The significant advances in technology over the past decade present the <br />opportunity to greatly enhance the effectiveness and efficiency of local 9-1-1 systems. <br /> <br /> The Commonwealth of Virginia 9-1-1 Service Board has implemented a program <br />to encourage and assist localities to migrate their 9-1-1 technology to a format that meets <br />the National Emergency Number Association (NENA) i3 standard. <br /> <br /> Under the NENA i3 standard, calls are received at the Public Safety Answering <br />Point (PSAP) on IP circuits which provide associated caller location data. <br /> <br /> Among many other benefits, this allows calls and information received in one <br />locality to be transferred immediately to any surrounding locality. <br /> <br />Discussion: <br /> <br /> The Portsmouth Department of Information Technology was previously awarded a <br />grant totaling $428,737.63 from the Virginia 9-1-1 Service Board through the NG9-1-1 <br />funding program. <br /> <br /> City Council appropriated the grant funds through Ordinance 2019-52 adopted on <br />July 23, 2019. <br /> <br /> By letter dated March 12, 2020 the City was notified that the grant award has been <br />increased by $1,923.49 (to a total of $430,661.12). <br /> <br /> The ordinance proposed for City Council consideration appropriates the <br />supplemental grant award of $1,923.49. <br /> <br /> The grant will be used to provide funding for the capital technology improvements <br />and recurring monthly service expenditures necessary to upgrade the City of <br />Portsmouth’s 9-1-1 system to meet the NENA i3 standard. <br /> <br />Financial Impact: <br /> <br /> <br /> There is no cash or in-kind match requirement for this grant. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustment.
