April 28, 2020 Background:  The Department of Social Services, Child Welfare Division provides support services to children and families to protect children, preserve families and prevent further maltreatment. Discussion:  The DSS received a money order from Ms. Mary Proctor, in the amount of $100.00.  Donated funds are to be utilized to assist Portsmouth citizens as needed. Financial Impact:  The funding available to assist citizens in need would increase by $100.00. Recommended Action:  Adoption of the ordinance Next Steps Following Council Action:  Finance will make the appropriate budget adjustments Motion by Mr. Clark, and seconded by Ms. Lucas-Burke, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING WITH APPRECIATION A DONATION OF $100 FROM MARY PROCTOR AND APPROPRIATING SAID FUNDS TO THE FY 2020 GRANTS FUND FOR USE BY THE DEPARTMENT OF SOCIAL SERVICES TO SUPPORT OPERATIONS OF THE SERVICES INTAKE UNIT.” Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe Nays: None 20 - 110 - Adoption of an ordinance accepting CARES Act funds in the amount of $91,593.55 from the U.S. Department of Health and Human Services and appropriating said amount in the FY 2020 Grants Fund for use by the Department of Fire, Rescue and Emergency Services. Background:  The Coronavirus Aid, Relief, and Economic Security (CARES) Act, Public Law 1116-136, was signed into law on March 27, 2020.  As a result of the CARES Act Provider Relief Fund, an immediate infusion of $30B was added to the healthcare system. The relief fund was specifically set aside for hospitals and other healthcare providers on the front lines of the Coronavirus (COVID-19) response, including EMS providers. The funding will be used to support healthcare- related expenses or lost revenue attributable to COVID-19. Documentation should be maintained to substantiate the cost and shall be submitted upon request.  The calculation of payments is based on 2019 Medicare payment amount received by Portsmouth Fire, Rescue and Emergency Services (PFRES.) Discussion:  The City of Portsmouth must sign an attestation confirming receipt of the funds and agreeing to the terms and conditions of payment received within thirty days of deposit receipt.  PFRES EMS will utilize the said funds to offset collection of out-of-pocket payments and to support healthcare related expenses attributable to COVID-19. Financial impact:  Stimulus payments made to Healthcare providers will not be required to be repaid. No additional funding from the locality is required. Recommended Action:  Adoption of the ordinance.
