April 28, 2020 <br /> <br />Background: <br /> <br /> The Department of Social Services, Child Welfare Division provides support <br />services to children and families to protect children, preserve families and prevent further <br /> <br />maltreatment. <br /> <br />Discussion: <br /> <br /> The DSS received a money order from Ms. Mary Proctor, in the amount of $100.00. <br /> <br /> Donated funds are to be utilized to assist Portsmouth citizens as needed. <br /> <br />Financial Impact: <br /> <br /> <br /> The funding available to assist citizens in need would increase by $100.00. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will make the appropriate budget adjustments <br /> <br />Motion by Mr. Clark, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING WITH APPRECIATION A DONATION OF $100 FROM <br />MARY PROCTOR AND APPROPRIATING SAID FUNDS TO THE FY 2020 GRANTS <br />FUND FOR USE BY THE DEPARTMENT OF SOCIAL SERVICES TO SUPPORT <br />OPERATIONS OF THE SERVICES INTAKE UNIT.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 110 - Adoption of an ordinance accepting CARES Act funds in the amount of <br />$91,593.55 from the U.S. Department of Health and Human Services and <br />appropriating said amount in the FY 2020 Grants Fund for use by the Department <br />of Fire, Rescue and Emergency Services. <br /> <br />Background: <br /> <br /> The Coronavirus Aid, Relief, and Economic Security (CARES) Act, Public Law <br /> <br />1116-136, was signed into law on March 27, 2020. <br /> <br /> As a result of the CARES Act Provider Relief Fund, an immediate infusion of $30B <br />was added to the healthcare system. The relief fund was specifically set aside for <br />hospitals and other healthcare providers on the front lines of the Coronavirus (COVID-19) <br />response, including EMS providers. The funding will be used to support healthcare- <br />related expenses or lost revenue attributable to COVID-19. Documentation should be <br />maintained to substantiate the cost and shall be submitted upon request. <br /> <br /> The calculation of payments is based on 2019 Medicare payment amount received <br /> <br />by Portsmouth Fire, Rescue and Emergency Services (PFRES.) <br /> <br />Discussion: <br /> <br /> The City of Portsmouth must sign an attestation confirming receipt of the funds <br />and agreeing to the terms and conditions of payment received within thirty days of deposit <br />receipt. <br /> <br /> PFRES EMS will utilize the said funds to offset collection of out-of-pocket <br /> <br />payments and to support healthcare related expenses attributable to COVID-19. <br /> <br />Financial impact: <br /> <br /> Stimulus payments made to Healthcare providers will not be required to be repaid. <br />No additional funding from the locality is required. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br /> <br /> <br /> <br /> <br /> <br />
