Federal funds provided were not enough to cover case <br /> <br />expenses. <br /> <br />Financial Impact: <br /> <br /> This funding does not require a local match. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will make the appropriate budget adjustments. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING SUPPLEMENTAL FUNDS FROM THE VIRGINIA <br />DEPARTMENT OF SOCIAL SERVICES IN THE AMOUNT OF $105,000 FOR THE <br />TITLE IV-E FOSTERING FUTURES FOSTER CARE PROGRAM AND <br />APPROPRIATING SAID FUNDS IN THE FY 2020 SOCIAL SERVICES FUND.” <br /> <br />Ayes: Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 83 - Adoption of an ordinance accepting Supplemental Funds from the Virginia <br />Department of Social Services in the amount of $85,000 and appropriating said <br />funds in the FY 2020 Social Services Fund for use by the Department of Social <br />Services to facilitate adoptions and cover the cost of non-recurring adoption <br />expenses. <br /> <br />Background: <br /> <br /> Foster Care is a State-mandated service provided through federal, state, and local <br />funds for children who have been placed in family foster homes or other types of out-of- <br />home placements as initiated by court order, or a Voluntary Placement Agreement. <br /> <br /> This is a federal program designed to provide funding to states to ensure proper <br />care for eligible children in foster care and to provide ongoing assistance to eligible <br />children with special needs receiving adoption subsidies. The program is authorized <br />under Title IV-E of the Social Security Act and it is funded by federal and state/local <br />matching funds. The administration is handled by state and local public child welfare <br />agencies. <br /> <br /> There is no cap on reimbursement, however, it is limited to three areas and the <br />funding formula is different for each: <br /> 1.Maintenance (e.g. room, board, and transportation to visit parents and siblings) <br />o <br /> 2.Administration (e.g. eligibility determination and case management activities) <br />o <br /> 3.Training (e.g. training for child welfare staff and foster and adoptive parents) <br />o <br /> <br /> Title IV-E funds are also used to pay non-recurring adoption expenses for children <br />whether they are eligible for Title IV-E or state-funded adoption assistance maintenance <br />payments. <br /> <br /> Funding also includes state operating program subsidies for parent(s) who adopt <br />children with special needs who were either eligible for Aid for Families with Dependent <br />Children (AFDC) or Supplemental Security Income (SSI). <br /> <br />Discussion: <br /> <br /> The federal funding provided was not enough to cover the cost of Portsmouth’s <br /> <br />finalized adoptions. <br /> <br /> <br /> <br /> <br /> <br /> <br />
