February 25, 2020 <br /> <br /> <br /> The EMD licenses will facilitate emergency medical protocol training for 9-1-1 <br />Dispatchers and enhance Dispatchers’ abilities to screen calls more effectively. <br /> <br /> The overall goal is to save lives by providing a faster, more seamless response to <br />medical emergencies. <br /> <br />Discussion: <br /> <br /> As required by the terms of the grant, the City has obtained an endorsement for <br />the EMD program from the Operational Medical Director (see attachment). <br /> <br /> The grant also requires: <br />1. That the City must initiate OEMS EMD accreditation within 12 months of the <br />commencement of the EMD program; and <br />2. That the City must submit a final report of outcomes, results and/or findings to <br />OEMS within 12 months of implementation of the EMD program. <br /> <br />Financial impact: <br /> <br /> This program requires a dollar for dollar local cash match in the amount of <br />$70,304.52. <br /> <br /> The local cash match is being provided by the Department of Information <br />Technology. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will make the necessary budgetary adjustments. <br /> <br /> <br /> The City will proceed with the purchase of the EMD licenses. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Clark, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE (1) ACCEPTING A GRANT IN THE AMOUNT OF $70,304.52 FROM THE <br />OFFICE OF EMERGENCY MEDICAL SERVICES AND APPROPRIATING SAID <br />FUNDS IN THE FY 2020 GRANTS FUND BUDGET AND (2) TRANSFERRING <br />$70,304.52 FROM THE FY 2020 INFORMATION TECHNOLOGY FUND BUDGET TO <br />THE FY 2020 GRANTS FUND BUDGET TO SERVE AS THE REQUIRED LOCAL <br />MATCH FOR THE SAID GRANT. ” <br /> <br />Ayes: Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 82 - Adoption of an ordinance accepting Supplemental Funds from the Virginia <br />Department of Social Services in the amount of $105,000 for the Title IV-E Fostering <br />Futures Foster Care Program and appropriating said funds in the FY 2020 Social <br />Services Fund. <br /> <br /> <br />Background: <br /> <br /> Foster Care is a State-mandated service provided through federal, state, and local <br />funds for children who have been placed in family foster homes or other types of out-of- <br />home placements as initiated by court order, or a Voluntary Placement Agreement. <br /> <br /> Title IV-E pays for maintenance costs of eligible youth ages 18 to 21 who are <br />participating in the Foster Futures program. Federal law defines this as the cost of (and <br />the cost of providing) food, clothing, shelter, daily supervision, school supplies, a child's <br />personal incidentals and liability insurance with respect to youth. <br /> <br /> There are five types of Fostering Futures IV-E Foster Care payments allowed: <br /> Basic Maintenance Payments – youth ages 18 to 21 placed through a Licensed <br />o <br />Child Placing Agency (LCPA). <br /> Basic Maintenance Payments – youth ages 18 to 21 placed in a Local Agency <br />o <br />Foster Home. <br /> Basic Maintenance Payments - youth ages 18 to 21 placed in an Independent <br />o <br />Living Arrangement. <br /> Enhanced Maintenance Payments – youth ages 18 to 21 placed through an LCPA. <br />o <br /> <br /> <br /> <br /> <br />
