February 25, 2020 <br /> <br />Background: <br /> <br /> The City of Portsmouth has received a reimbursement grant through the Virginia <br />Department of Education from the United States Department of Agriculture (USDA) for <br />the Child and Adult Care Food Program (CACFP) Kids Meals Program effective <br />September 2019 administered by the Department of Parks, Recreation & Tourism. <br /> <br /> The program provides an evening snack and a dinner meal at the three (3) <br />Recreation Centers, one (1) Day Treatment Facility, two (2) private community <br />organizations, one (1) faith-based site, one (1) PRHA site, three (3) Middle Schools, one <br />(1) High School, fifteen (15) Elementary School Alpha Best sites and three (3) Elementary <br />st <br />21 Century sites during the school year when children are out of school, and therefore <br />may not otherwise receive a proper nutritious meal. <br /> <br />Discussion: <br /> <br /> The Child and Adult Care Food Program (CACFP) Kids Meals Program for the <br /> <br />2019-2020 school year will include the above mentioned thirty (30) sites. It is estimated <br />that the program will serve 455 snacks and 1,285 dinners daily. <br /> <br />Financial Impact <br />: <br /> <br /> There is no City cash match required. The grant is a total reimbursement grant <br />based on the number of meals served. <br /> <br />Staff Recommends: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will make the necessary adjustment. <br /> <br /> The full implementation of the Child and Adult Care Food Program (CACFP) Kids <br />Meals Program throughout the 2019-2020 school year. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $727,691.94 FROM THE <br />U.S. DEPARTMENT OF AGRICULTURE CHILD AND ADULT CARE FOOD PROGRAM <br />ADMINISTERED THROUGH THE VIRGINIA DEPARTMENT OF EDUCATION AND <br />APPROPRIATING SAID FUNDS IN THE FY 2020 GRANTS FUND FOR USE BY THE <br />DEPARTMENT OF PARKS, RECREATION AND TOURISM TO PROVIDE MEALS AND <br />SNACKS AUTHORIZED UNDER THE KIDS MEALS PROGRAM.” <br /> <br />Ayes: Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 80 - Adoption of ordinance accepting a grant in the amount of $1,959 from the <br />Department of Criminal Justice Services and appropriating said funds in the FY <br />2020 Grants Fund to provide funding to operate local probation and pretrial <br />services in the City of Portsmouth. <br /> <br />Background: <br /> <br /> <br /> Local community-based probation agencies were created in 1995 by the <br />Comprehensive Community Corrections Act (CCCA, §9.1-173 COV). They were created <br />to provide an alternative to incarceration for persons convicted of certain misdemeanors <br />or non-violent felonies for which sentences would be 12 months or less in a local or <br />regional jail. <br /> <br /> In 1995, Pretrial Services Agencies were authorized by statute with the passage <br />of the Pretrial Services Act (PSA, § 19.2-152.2 COV). Pretrial services agencies provide <br />information and investigative services to judicial officers to help them decide whether <br />persons charged with certain offenses and awaiting trial need to be held in jail or can be <br />released to their community subject to supervision. <br /> <br /> State funding enables Portsmouth Community Corrections and Pretrial Services <br />to provide quality supervision to defendants and non-violent offenders in the community <br />and directly impact the jail population. <br /> <br /> <br /> <br /> <br />
