<br />At a Regular Meeting of the City Council on Tuesday, February 25, 2020, there
<br />were present:
<br />
<br />Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr.,
<br />Elizabeth M. Psimas, Nathan J. Clark, Shannon E. Glover, City Manager Dr. L. Pettis
<br />Patton, City Attorney Solomon H. Ashby, Jr.
<br />
<br /> Vice Mayor Lisa L. Lucas-Burke, opened the meeting with prayer, which was
<br />followed by the Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Rowe called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Moody, and seconded by Ms. Psimas, to approve the minutes of a
<br />Called Meeting of February 7, 2020, of a Called Meeting of February 8, 2020, of a Called
<br />Meeting of February 10, 2020, of a Called Meeting of February 11, 2020, of a Regular
<br />Meeting of February 11, 2020, and of a Called Meeting of February 18, 2020, and was
<br />adopted by the following vote:
<br />
<br />Ayes: Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe
<br />Nays: None
<br />
<br />- Unfinished Business -
<br />
<br />20 - 54 - Use permit:
<br />
<br /> Motion by Ms. Lucas-Burke, and seconded by Mr. Clark, to adopt the following
<br />resolution approved on first reading at the February 11, 2020 meeting, and was adopted
<br />by the following vote:
<br />
<br />20-54:
<br />
<br />“RESOLUTION GRANTING A USE PERMIT (UP-19-17) TO ELAINE HARRIS TO
<br />CONVERT AN EXISTING SINGLE FAMILY DETACHED DWELLING TO A DUPLEX
<br />AT 1038 CRAWFORD PARKWAY (TAX PARCEL 0036-1200).
<br />
<br />
<br />WHEREAS
<br /> , Elaine Harris, the owner of the subject property, has made application
<br />pursuant to Section 40.1-2.3B of the Code of the City of Portsmouth, Virginia (2006) for
<br />the granting of a use permit to convert an existing single family detached dwelling to a
<br />duplex at 1038 Crawford Parkway, Tax Parcel 0036-1200; and
<br />
<br />WHEREAS
<br /> , the applicant and the Planning Director have done all things required
<br />to be done in connection with said application; and
<br />
<br />WHEREAS
<br /> , the Planning Commission has recommended the granting of the
<br />application for a use permit with conditions.
<br />
<br />NOW THEREFORE BE IT RESOLVED
<br /> by the Council of the City of Portsmouth,
<br />Virginia:
<br />
<br /> 1. That it finds that the use for which the permit is sought:
<br />
<br />(a) Complies with the applicable standards of the Zoning Ordinance;
<br />
<br />(b) Is consistent with the comprehensive plan;
<br />
<br />(c) Is compatible with the character of surrounding lands and the uses permitted in the
<br />zoning district(s) of surrounding lands;
<br />
<br />(d) Is configured to minimize adverse effects, including the visual impacts of the
<br />proposed use on adjacent lands;
