<br />1. Bracey Parr, 11 Afton Parkway, voiced his concern with the possible relocation of the
<br />skate park equipment in Cradock and asked that the City include minority population
<br />in the casino development.
<br />
<br />2. Vontrelle Morris, 3304 Dartmouth Street, informed citizens and City Council of the
<br />upcoming Jazz Festival and asked for support.
<br />
<br />3. Jack Bray, 342A Maryland Avenue, asked that incentives be given to small
<br />businesses.
<br />
<br />4. Clyde Toler, 1029 Blair Street, announced his candidacy and voiced his concerns
<br />with issues in the City.
<br />
<br />5. Donna Sayegh, 3104 Garland Drive, voiced her concern with City finances.
<br />
<br />6. Ronald White, 1613 Spratley Street, voiced his concern with staffing in the Police
<br />Department.
<br />
<br />7. Mark Geduldig-Yatrofsky, P. O. Box 50141, asked that citizens and City Council
<br />encourage each other to go out and vote on Super Tuesday, March 3, 2020.

<br /> Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to go into Closed
<br />Meeting pursuant to:
<br />
<br />(A) Virginia Code subsection 2.2-3711 A.7 for the purpose of consultation with legal
<br />counsel pertaining to actual or probable litigation, where such consultation in open
<br />meeting would adversely affect the negotiating or litigating posture of the City, specifically
<br />regarding Michael A. Moore v. City of Portsmouth, Portsmouth Circuit Court Case
<br />Numbers 19003403, 19003277 and 190044811, and Integrated Management Group, LLC
<br />v. City of Portsmouth, Portsmouth Circuit Court Case Number 19002742; and
<br />
<br />(B) Virginia Code subsection 2.2-3711 A.6 for the purpose of discussion or
<br />consideration of the investment of public funds where competition or bargaining is
<br />involved where, if made public initially, the financial interest of the governmental unit
<br />.
