February 25, 2020 <br /> <br />“RESOLUTION CONFIRMING A DECLARATION OF LOCAL EMERGENCY DUE TO <br />THE THREAT OF A SNOW EVENT IMPACTING PORTSMOUTH, VIRGINIA. <br /> <br /> WHEREAS, <br />the City Manager of the City of Portsmouth, acting in her official <br />capacity as Director of Emergency Management, did on February 20, 2020 declare a <br />Local Emergency due to the threat of a snow event impacting Portsmouth, Virginia; and <br /> <br />WHEREAS, <br /> pursuant to Article XIII of Chapter 2 of the Code of the City of <br />Portsmouth, it is now incumbent on City Council to take official action ratifying said <br />declaration of emergency; <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia, that said Declaration of Local Emergency, a copy of which is attached hereto, is <br />hereby ratified and approved, and that the City Manager is further authorized to take all <br />actions reasonable and necessary to complete implementation of all measures taken to <br /> <br />respond to said emergency.” <br /> <br />Ayes: Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br /> Councilman Glover Black History moment in the City of Portsmouth: <br /> <br /> <br />-Highlighted the accomplishments of Mr. Junius H. Ted Lamb, 301 Allen Road, spoke in opposition to this item. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION ADOPTING A POLICY TO GOVERN THE ALLOCATION OF LOCAL <br />REVENUE TO PORTSMOUTH PUBLIC SCHOOLS. <br /> <br />WHEREAS, <br /> the Council of the City of Portsmouth, Virginia considers it essential <br />to provide a predictable, objective means of allocating local revenues while providing <br />funding to meet the strategic goals of both the City and Portsmouth Public Schools so as <br />to maintain an educational program meeting the Standards of Quality established by the <br />law of the Commonwealth of Virginia; <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia: <br /> <br />1. That it hereby approves the Local Revenue Allocation Policy attached as <br />Exhibit A; <br /> <br />2. That it authorizes and directs the proper City officials to take all necessary <br />actions to implement the policy; and <br /> <br /> <br />3. That this Resolution shall take effect on the date of its adoption.” <br /> <br /> <br /> <br /> <br /> <br /> <br />
