849 <br /> <br />June 10, 1986 <br /> <br /> At a regular meeting of the City Council held on Tuesday, June 10, 1986, there were <br />present: <br /> <br />James W. Holley, Ill, Ben A. Beamer, Sr., <br />Gloria O. Webb, Morton V. Whitlow, George <br />Lieberman, City Attorney. <br /> <br />E. G. Corprew, Jr., J. Robert Gray, <br />L. Hanbury, City Manager, Steven <br /> <br />Absent: L. Louise Lucas <br /> <br /> Rev. Winston E. Waugh, Pastor of Fellowship United Church of Christ, opened the meeting <br />with prayer, followed by the Pledge of Allegiance to the Flag. <br /> <br /> Motion of Mr. Gray and seconded by Mrs. Webb, minutes of the called meeting of May 27, <br />1986; minutes ~ of the regular meeting of May 27, 1986, were approved as received and was <br />adopted by unanimous vote. <br /> <br />Mayor Holley welcomed all visitors in attendance. <br /> <br /> Mayor Holley presented a memento to Violet Larsen in recognition of the National <br />commendation she received for the quilt that she designed and hand Crafted for the Statue <br />of Liberty Centennial. She won for the State of Virginia, and her quilt is on display in <br />New York City with the quilts from each of the other states and U. S. territories~honoring <br />the 100th birthday of "The Lady". <br /> <br /> Mayor Holley recognized Boy S~on~S Troop 219, Simonsdale, <br />Corvello, who were in attendance to received credit toward the <br />Boy: Sdoui~ of America. <br /> <br />and their Scout Master,Richard <br />Communications w ' <br /> ~.~.er~t Badge of <br /> <br /> Public Hearing on rezoning applications and use permit applications: <br /> <br /> Motion oflMr~. Marsh, III, 509 North Third Street, Richmond, VA, representing Virginia District <br />Convocation, United Holy Church, spoke on ~tems 85-206(a) and 85-301(a), and expressed <br />appreciation to Council?or giving careful consideration of the proposal. <br /> <br /> Jasper T. Davis, 3708 Sumner Drive, Virginia Beach, expressed appreciation for all <br />action taken at this time on the project. <br /> <br /> On motion of Mr. Corprew and seconded by Mr. <br />on first reading, and that the legal description <br />agreement, and was adopted by unanimous vote:' <br /> <br />Gray, the following ordinance was approved <br />to be revised according to the development <br /> <br />"ZONING AMENDMENT ORDINANCE Z 85-31" <br /> <br /> (b) Use Permit UP 85-16 - TRUXTUN NEIGHBORHOOD: Use permit application of the City of <br /> Portsmouth, by George Minor, Jr., Attorney, for the Virginia <br /> Convocation of United Holy Church of America, Inc., for a day <br /> care center at the southeast corner of Deep Creek and Ports- <br /> mouth Boulevards, tabled from the meeting of October 22, 1985 <br /> <br /> On motion of Mr. Beamer and seconded by Mrs. Webb, UP 85-16 for a day care center at the <br />southeast corner of Deep Creek and POrtsmouth Boulevards, was approved on first reading, and <br />was adopted by unanimous vote. <br /> <br />8~-301 - Rezoning application: <br /> <br />(a) Zoning Petition Z 85-37 <br /> <br />TRUXTUN NEIGHBORHOOD: Rezoning application of Virginia <br />District Convocation of the United Ho~y Church of America <br />Inc., by Attorney Henry L. Marsh, III, for multi-family <br />development on the north side of Elliott Avenue between <br />Frederick Boulevard and Deep Creek Boulevard and lying <br />south of the Truxtun Elementary School~, from Residential <br />R-TS-to Residential R-60-K Conditional, tabled from the <br />meeting of October 22, 1985. <br /> <br /> Motion of Mr. Whitlow and seconded by Mr. Beamer, that Z 85-37 be withdrawan in accordanc <br />with the development agreement, and was adopted by unanimous vote. <br /> <br /> <br />
