January 14, 2020 <br /> <br />Background: <br /> <br /> The Southeast Virginia Community Foundation provides grants through its <br />Community Needs Fund that focus on the following areas: feeding the hungry, preventing <br />disease, supporting the arts, providing scholarships, and building our community. <br /> <br />Discussion: <br /> <br /> The Portsmouth Police Department (PPD) received grant funding in the amount of <br />$1,000.00 from the Southeast Virginia Community Foundation. <br /> <br /> PPD will use the funds to provide Law Enforcement Trauma Training. The training will <br />address areas such as officers’ mental health, suicide prevention, Post Traumatic Stress <br />Disorder (PTSD), mentoring, and leadership. <br /> <br />Financial Impact: <br /> <br /> <br /> There is no cash or in-kind match requirement from the City for this grant. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustment. In addition, <br />the Chief of Police or her designee will provide grant management and oversight. <br /> <br />Motion by Mr. Clark, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING GRANT FUNDS IN THE AMOUNT OF $1,000 FROM THE <br />SOUTHEAST VIRGINIA COMMUNITY FOUNDATION AND APPROPRIATING SAID <br />FUNDS IN THE FY 2020 GRANTS FUND FOR USE BY THE PORTSMOUTH POLICE <br />DEPARTMENT FOR LAW ENFORCEMENT TRAUMA TRAINING.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />20 - 16 - Adoption of an ordinance (1) accepting a Bulletproof Vest Partnership <br />Program grant in the amount of $72,978.47 from the U.S. Department of Justice and <br />appropriating said funds in the FY 2020 Grants Fund Budget; (2) transferring <br />$64,869.75 from the Supplies – Uniform line item of the Police Department section <br />of the FY 2020 General Fund Budget to the FY 2020 Grants Fund Budget; and (3) <br />transferring $8,108.72 from the Supplies – Uniform line item of the Sheriff section <br />of the FY 2020 General Fund Budget to the FY 2020 Grants Fund Budget. <br /> <br />Background: <br /> <br /> <br /> The Bulletproof Vest Partnership (BVP) Program is an initiative designed to <br />provide critical resources to state, local and tribal jurisdictions for purchasing body armor <br />for sworn law enforcement officers. The BVP Program is administered by the U.S. <br />Department of Justice, Office of Justice Programs Bureau of Justice Assistance (BJA). <br /> <br /> The purpose of the BVP Program is to reimburse states, counties, federally <br />recognized tribes, cities, and local jurisdictions that employ law enforcement officers for <br />up to 50% of the total cost of body armor vests purchased for those officers. <br /> <br />Discussion: <br /> <br /> The Portsmouth Police Department has received grant funding in the amount of <br />$72,978.47 from the Department of Justice (DOJ) – Bureau of Justice Assistance (BJA) <br />for the purchase of bulletproof vests for the Portsmouth Police Department and Sheriff’s <br />Office personnel. <br /> <br /> Bulletproof vests will be purchased with a 50/50 allocation between the General Funds <br />(Police and Sheriff Department budgets) and the BVP Program funds. <br /> <br /> The Police Department’s match for the grant is $64,869.75, which brings the <br />Department’s total award to $129,739.50; and the Sheriff’s Office match is $8,108.72, <br />which brings the Sheriff’s total award to $16,217.44. <br /> <br /> <br /> <br /> <br /> <br /> <br />
