<br />At a Regular Meeting of the City Council on Tuesday, January 14, 2020, there were
<br />present:
<br />
<br />Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr.,
<br />Elizabeth M. Psimas, Nathan J. Clark, Paul J. Battle, Shannon E. Glover, City Manager
<br />Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr.
<br />
<br /> Councilwoman Elizabeth M. Psimas opened the meeting with prayer, which was
<br />followed by the Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Rowe called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to approve the minutes
<br />of a Called Meeting of December 9, 2019, of a Called Meeting of December 10, 2019, of
<br />a Regular Meeting of December 10, 2019, and of a Called Meeting of January 6, 2020,
<br />and was adopted by the following vote:

<br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe
<br />Nays: None

<br />- Public Hearing -
<br />
<br />20 - 14 - Public hearing on street closure and rezoning applications:
<br />
<br />(a) S-19-01 PORT NORFOLK – Ordinance granting the request of Meredith
<br />Travers of Kozak, Davis & Renninger, P.C., for the closure of a
<br />portion of Woodrow Street (platted as 5th Street) between Virginia
<br />Avenue and Chautaugua Avenue in order to expand operations of
<br />Lolo Express Inc. and build a multi-bay warehouse for tire storage
<br />and repair. The Future Land Use Map of the Build One Portsmouth
<br />Comprehensive Plan designates the property as Transportation and
<br />surrounding properties as a Light Industrial area. The property is
<br />right-of-way owned by the City of Portsmouth.

<br />1. Meredith Travers, 355 Crawford Street, presented the application.
<br />
<br />2. Donna Sayegh, 3104 Garland Drive, spoke in opposition to this item.
<br />
<br />3. Sheila Joseph, 139 Grand Street, voiced her concern with the impact this project may
<br />have on citizens.
<br />
<br />4. Erika Nestler, 413 Douglas Avenue, spoke in support of this item.
<br />
<br /> Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following
<br />ordinance, and was adopted by the following vote:
<br />
<br />“ORDINANCE TO CLOSE AN UNIMPROVED PORTION OF WOODROW STREET
<br />LOCATED WEST OF VIRGINIA AVENUE AND EAST OF A CERTAIN UNNAMED
<br />FIFTEEN FOOT ALLEY.”
