May 9, 2000 (d) UP-00-09 DOWNTOWN NEIGHBORHOOD - Frances W. Steward requests a use permit to operate a retail Kid's Dollar Store at 227 High Street. 1. Fran Steward, 1401 Carson Crescent West, spoke in favor of use permit. Motion by Mr. Griffin, and seconded by Mr. Pitts, to concur with the recommendation of the Planning Commission that UP-00-09 be approved on first reading, and was adopted by unanimous vote. - City Manager's Report - 00 - 110 - Adoption of a resolution authorizing the City Manager to enter into a lease agreement for property located at 3500 Clifford Street and owned by Portsmouth Redevelopment and Housing Authority (PRHA) for a total of five years, for the purpose of housing the Senior Center which is now located at Tower Mall. Recommendation: · Adoption of a resolution authorizing the City Manager to enter into a lease for property located at 3500 Clifford Street and owned by Portsmouth Redevelopment and Housing Authority (PRHA). Purpose and Need: · The lease provides for PRHA to rent the property at 3500 Clifford Street to the City for a total of five years effective April 4, 2000 through April 3, 2005. · This property is the location of what was previously "The Center of Music." · It will be used to house the Senior Center which is now located at Tower Mall. Financial Impact: · The lease will require 19 quarterly payments of $13,600 per quarter effective July 1, 2000. · The current operating budget includes a sufficient allocation for rent payments for the Senior Center. Motion by Mr. Robinett, and seconded by Mr. Pitts, to adopt the following resolution, and was adopted by the following vote: "A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A LEASE AGREEMENT WITH PORTSMOUTH REDEVELOPMENT AND HOUSING AUTHORITY FOR PROPERTY LOCATED AT 3500 CLIFFORD STREET. BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that the City Manager be, and he hereby is, authorized to enter into a lease with Portsmouth Redevelopment and Housing Authority for property located at 3500 Clifford Street, by which agreement the City of Portsmouth will lease said property for a period of five (5) years, subject to appropriation of Council, said lease to provide that upon expiration of the term of the lease, Portsmouth Redevelopment and Housing Authority will convey fee simple title to the City of Portsmouth."
