May 9, 2000 <br /> <br />(d) UP-00-09 <br /> <br />DOWNTOWN NEIGHBORHOOD - Frances W. Steward requests a <br />use permit to operate a retail Kid's Dollar Store at 227 High Street. <br /> <br />1. Fran Steward, 1401 Carson Crescent West, spoke in favor of use permit. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Pitts, to concur with the <br />recommendation of the Planning Commission that UP-00-09 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />- City Manager's Report - <br /> <br />00 - 110 - Adoption of a resolution authorizing the City Manager to enter into a lease <br />agreement for property located at 3500 Clifford Street and owned by Portsmouth <br />Redevelopment and Housing Authority (PRHA) for a total of five years, for the purpose <br />of housing the Senior Center which is now located at Tower Mall. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution authorizing the City Manager to enter into a lease for <br />property located at 3500 Clifford Street and owned by Portsmouth Redevelopment and <br />Housing Authority (PRHA). <br /> <br />Purpose and Need: <br /> <br />· The lease provides for PRHA to rent the property at 3500 Clifford Street to the City <br />for a total of five years effective April 4, 2000 through April 3, 2005. <br /> <br />· This property is the location of what was previously "The Center of Music." <br /> <br />· It will be used to house the Senior Center which is now located at Tower Mall. <br /> <br />Financial Impact: <br /> <br />· The lease will require 19 quarterly payments of $13,600 per quarter effective July 1, <br />2000. <br /> <br />· The current operating budget includes a sufficient allocation for rent payments for <br />the Senior Center. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Pitts, to adopt the following resolution, <br />and was adopted by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A LEASE <br />AGREEMENT WITH PORTSMOUTH REDEVELOPMENT AND HOUSING <br />AUTHORITY FOR PROPERTY LOCATED AT 3500 CLIFFORD STREET. <br /> <br /> BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that the City <br />Manager be, and he hereby is, authorized to enter into a lease with Portsmouth <br />Redevelopment and Housing Authority for property located at 3500 Clifford Street, by <br />which agreement the City of Portsmouth will lease said property for a period of five (5) <br />years, subject to appropriation of Council, said lease to provide that upon expiration of <br />the term of the lease, Portsmouth Redevelopment and Housing Authority will convey fee <br />simple title to the City of Portsmouth." <br /> <br />Ayes: Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />- New Business - <br /> <br />00 - 111 - Board and Commissions <br /> <br />There were no appointments. <br /> <br /> <br />
