November 26, 2019 <br /> <br />At a Regular Meeting of the City Council on Tuesday, November 26, 2019, there <br />were present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke, Elizabeth M. Psimas, Nathan <br />J. Clark, Paul J. Battle, Shannon E. Glover, City Manager Dr. L. Pettis Patton, City <br />Attorney Solomon H. Ashby, Jr. <br /> <br /> Reverend Michael L. Williams opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Rowe called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Ms. Lucas-Burke, and seconded by Ms. Psimas, to approve the minutes <br />of a Called Meeting of November 12, 2019, of a Regular Meeting of November 12, 2019, <br />of a Special Called Meeting of November 18, 2019, and of a Special Meeting of November <br />18, 2019, and was adopted by the following vote: <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Psimas, Rowe <br />Nays: None <br /> <br />- City Manager’s Report - <br /> <br />19 - 435 - Adoption of an ordinance accepting a grant from the Portsmouth <br />Partnership Foundation, Cherry Carpet, Hansel Union Consulting, and Total <br />Business Solutions in the amount of $1,000 and appropriating said funds to the FY <br />2020 Grants Fund for use by the Portsmouth Police Department for Health and <br />Wellness Training. <br /> <br />Background: <br /> <br /> Through a collaborative effort, The Portsmouth Partnership Foundation, Cherry <br />Carpet and Flooring, Hansel Union Consulting, and Total Business Solutions provide <br />support to worthwhile projects and non-profits within the community. <br /> <br />Discussion: <br /> <br /> The Portsmouth Police Department (PPD) received grant funding for $1,000.00 <br />from the above-mentioned groups. <br /> <br /> PPD will use the funds to provide Law Enforcement Health and Wellness training. <br />The training will address areas such as officers’ mental health, suicide prevention, PTS, <br />mentoring and leadership. <br /> <br />Financial Impact: <br /> <br /> <br /> There is no cash or in-kind match requirement from the city for this grant. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustment. In addition, <br />the Chief of Police or her designee will provide grant management and oversight. <br /> <br />Motion by Mr. Clark, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A GRANT FROM THE PORTSMOUTH PARTNERSHIP <br />FOUNDATION, CHERRY CARPET, HANSEL UNION CONSULTING, AND TOTAL <br />BUSINESS SOLUTIONS IN THE AMOUNT OF $1,000 AND APPROPRIATING SAID <br />FUNDS TO THE FY 2020 GRANTS FUND FOR USE BY THE PORTSMOUTH POLICE <br />DEPARTMENT FOR HEALTH AND WELLNESS TRAINING.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Psimas, Rowe <br />Nays: None <br /> <br /> <br /> <br /> <br /> <br />
