Frye, Pastor of Biltmore Baptist Church, opened the meeting with prayer, fol- <br />lowed by the Pledge of Allegiance to the Flag. <br /> <br /> Motion of Mr. Beamer and seconded by Mrs. Webb, minutes of the called mee~in~ of June i0 <br />1986; minutes of the regular meeting of June 10, 1986; minutes of the special meeting of June <br />11, 1986, to be approved as received, and was adopted by unanimous vote. <br /> <br /> 86-217 Mayor Holley presented Certificates of Appreciation to Lillian Cook of the <br />Commission of Architectural Review-gradockZOlde Towne/Truxtun; Clyde A. Toler of Commission <br />Architectural Review-Park ViewZPort Norfolk; John Coffey, Mary Jones, Irene Lee, Anna Price <br />and Ann Walker of the Mayor's Senior Citizens Commission. <br /> <br />of <br /> <br />86-218 Public Hearing on rezoning applications and group housing application: <br /> <br />(a) Zoning Petition Z 86-8 <br /> <br />- MIDTOWN NEIGHBORHOOD: Rezoning application of Hugh C. <br /> Davies, owner, for property at 2309 High Street; from Down- <br /> town D-1 Subdistrict Industrial I to Subdistrict Mixed Use <br /> Conditional M-K. <br /> <br /> Councilman Whitlow stated than he represented adjoining proper~y owners and would abstain <br />on the matter. <br /> <br /> On motion of Mr. Gray and seconded by Mrs. Lucas, Z 86-8 to rezone property at 2309 High <br />Street, from Downtown D-1 Subdistrict Industrial I to Subdistric~ Mixed Use Conditional M-K, <br />to concur in the recommendation of the Planning Commission, the following ordinance was approve <br />on first reading, and was adopted by 6-0=.l(Ahstaining-Whitlow] vote: <br /> <br />"ZONING M4ENDMENT ORDINANCE Z 86-8" <br /> <br />(b) PARKING VARIANCE: <br /> <br />Re~ues~ of Chris Davies for a special exception to off-street <br />parking requirements at 2309 High Street in the Downtown D-1 <br />District. <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Beamer, to concur in the recommendation of the <br />Planning Commission, and request for parking variance was approved on first reading by 6-0-1 <br />(Abstaining-Whitlow) vote. <br /> <br />(c) Zoning Petition Z 86-9 <br /> <br />SOUTHSIDE NEIGHBORHOOD: Rezoning application of the B & P <br />Savings Club, owner, bz Cedric D. Glover, contract owner, <br />for property at the southwest corner of Portsmouth Boule- <br />vard and Chestnut Street; from Residential R-75 to Commer- <br />cial C-2-K Conditional. <br /> <br />Cedric D. Glover, 3021 Round Table Drive, was present to answer questions. <br /> <br /> Vice Mayor Webb presided for Item Z 86-9, as Mayor Holley is a member of B & P Savings <br />Club, applicant requesting rezoning. <br /> <br /> Onmotion of~Mr. Beamer and seconded by Mrs. Webb, to concur in the recommendation of the <br />Planning Commission, Z 86-9 to rezone property at the southwest corner of Portsmouth Boulevard <br />and Chestnut Street, from Residential R-75 to Commercial C-2-K, the following ordinance was <br />approved on first reading, and was adopted by 6-0-1 (Abstaining-Holley) vote: <br /> <br />"ZONING AMENDMENT ORDINANCE Z 86-9" <br /> <br />(d) Zoning <br /> <br />Petition Z 86-10 - CHURCHLAND NEIGHBORHOOD: Rezoning application of West <br /> Norfolk Associates, by Carl E. Bowers, general partner, fc <br /> property on the east side of Cedar Lane between West - <br /> Norfolk Road and N.F.& D. Railroad; from Office Residenti~ <br /> OR-75 to Commercial C-1. <br /> <br /> Gordon B. Tayloe, Jr., Attorney, Central Fidelity Bank, <br />ares, referred to letters of May 16, 1986 and June 12, 1986, <br />matter and requested the first regular meeting in August. <br /> <br />representing West Norfolk Associ- <br />regarding postponement of the <br /> <br /> Motion of Mr. Whitlow and seconded by Mr. Beamer to suspend the rules to consider post- <br />ponement of Z 86-10, was adopted by unanimous vote. <br /> <br /> Barbara Mann, 4904 West Norfolk Road, stated that she opposed the rezoning and if Council <br />daSired to defer the matter than she would be willing to meet with the developers. <br /> <br /> George T. Anas, 4925 West Norfolk Road, spoke in opposition of the rezoning and stated <br />that if Council desires residents in the area to meet with the developers and it is unanimous, <br />he ~ould agree to the postponement Z 86-10. <br /> <br /> <br />
