<br /> Motion of Mrs. Webb and seconded by Mrs. Lucas, to suspend the rules for additional two
<br />(2) minutes be granted to Mr. Green, and was adopted by unanimous vote.

<br />Vernon X. Randall, 938 Geneva Avenue, Chesapeake, VA, representing Black Concerned
<br />Citizens.
<br />
<br /> Motion of Mr. Gray and seconded by Mrs. Webb, that information simulated by the three
<br />speakers be forwarded to the City Manager for his consideration, and that the City Manager
<br />meet with parties, and any other groups who have concern on the matters.

<br /> Substitute motion of Mr. Whitlow and seconded by Mrs. Lucas, that these concerns be
<br />forwarded to the City Manager for his consideration and investigation, and that the City Manag~
<br />be directed to hold a public press conference to announce,what actions the city is taking con-
<br />cerning the investigations of the incidents of concern, and was adopted by unanimous vote.

<br />86-236 - Councilman Corprew presented the following statement:

<br /> "One of the commitments promises that I made when I was campaigning for this Council was
<br />to bring to the Council the concerns of those who supported me or helped elect me to this offi
<br />In view of this, an issue which has constantly been brought to me, both directly and indirectl
<br />is that of minority or black participation in municipal development. The issue being the
<br />millions of dollars spent by the city for public improvements, both downtown and other areas,
<br />blacks have constantly been given excuses about procurement efforts and inability to find
<br />capable qualified contractors, etc. (In many cases, the answer is - we cannot find a general
<br />contractor.to.handle the job, however, if no general contractor can be found, there is no con-
<br />sideration given to sub-contractsuand awardings) Therefore, Mr. Mayor as you have designated
<br />the Portsmouth Family - the term set aside may not be appropriate in a family relationship, so
<br />I would tend to change the terminology to minority or black participation in Public Zmprovemen~
<br />Developments. Therefore, I am asking you and Council to appoint me, the City Manager and an
<br />adequate number of citizens to a ~ask force to pu on paper and bring back to Council some
<br />concrete policy on the participation of this segment of the Portsmouth Family in the Renaissan,
<br />of Portsmouth."
