<br /> Motion of Councilman Corprew that recommendations for the School Board be removed from
<br />the unanimous ballot, died due to the lack of a seconded.
<br />
<br />Councilman Corprew presented the following statement:
<br />
<br /> "It has been my opinion, whether right or wrong, mn past deliberations concerning these
<br />School Board appointments; any individual regardless of his or her ability to be objective;
<br />or qualities to be an efficient and effective School Board member, if he or she has deliberat~
<br />in any manner, whether it be pro-con or objective on the issue of I. C. Norcom ~igh School, al
<br />considerations for the candidates ceased.
<br />
<br /> The issue of Norcom High School, although not the only issue to be considered in these
<br />appointments, is a serious mssue and cannot be just sweep or pushed under the rug as though
<br />it didn't exist; for a great portion of the Portsmouth Family has expressed concern mn this
<br />issue, specifically our own Downtown Merchants and their Association, many of our white citizel
<br />as well as a majority of our black citizens.
<br />
<br /> In view of these citizens, and also in the interest and intentions of appointing a ~chool
<br />board which will work with or support our present superintendent; and move forward in a posi-
<br />tive manner with the goal of providing the best education and learning environmen~ for each
<br />and every child of our city. While I don't disagree with the entire slate offered, I submit
<br />and nominate the following as candidate for appointment ~o the Portsmouth School Board,
<br />
<br />Phyllis Angus.

<br /> Motion of Mr. Whitlow and seconded by Mrs. Lucas
<br />Boards/Commission collectively, except for the School
<br />
<br /> Motion of Councilman Beamer and seconded by Mrs.

<br />to consider all nominatmons for those
<br />Board, and was adopted by unanimous vote

<br />Lucas, to close nominations on Boards~
<br />
<br />Commission, except the School Board, and the above members were elected as designated, and was
<br />adopted by unanimous vote.

<br /> Motion of Mr. Whitlow and seconded by Mrs. Webb, that Ben A. Beamer, Sr., Willie Mae
<br />Beamon, and Bradford L. Cherry be appointed to the School Board to fill the three (3) vacant
<br />slots.
<br />
<br /> Councilman Corprew submitted for nomination Phyllis Angus r~o~ replace John W. Shuler.
<br /> Councilwoman Lucas nominated Willie Mae Beamon to replace Helen Hampton Jones.
<br /> On motion Mr. Beamer, Dr. Beamon and Mr. Cherry, were elected for a te~m of three years,
<br />expiring July 1, 1989, and was adopted by the following vote
