September 24, 2019 <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will make the necessary budgetary adjustments. <br /> <br /> With the assistance of the Purchasing Division, the equipment funded by the grant <br /> <br />will be procured. <br /> <br />Motion by Mr. Clark, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE (1) ACCEPTING AN ASSISTANCE TO FIREFIGHTERS GRANT IN THE <br />AMOUNT OF $630,000 FROM THE DEPARTMENT OF HOMELAND <br />SECURITY/FEDERAL EMERGENCY MANAGEMENT AGENCY AND <br />APPROPRIATING SAID AMOUNT IN THE FY 2020 GRANTS FUND FOR USE BY THE <br />DEPARTMENT OF FIRE, RESCUE AND EMERGENCY SERVICES; AND (2) <br />TRANSFERRING $63,000 FROM THE FY 2020 GENERAL FUND BUDGET FOR THE <br />DEPARTMENT OF FIRE, RESCUE AND EMERGENCY SERVICES TO THE FY 2020 <br />GRANTS FUND TO SERVE AS THE REQUIRED LOCAL MATCH FOR THE SAID <br />GRANT.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />19 - 349 - Adoption of an ordinance accepting an opioid treatment and recovery <br />grant in the amount of $400,000 from the Virginia Department of Behavioral Health <br />and Developmental Services and appropriating said funds in the FY 2020 <br />Behavioral Healthcare Services Fund for use by the Department of BHS to provide <br />opioid abuse prevention, treatment and recovery services. <br /> <br />Background: <br /> <br /> The U.S. Department of Health & Human Services, through its Substance Abuse <br />and Mental Health Services Administration (SAMHSA), provides the State Opioid <br />Response Grant to states and U.S. territories with combating drug overdose related <br />deaths related to opioid drug abuse. <br /> <br /> The State Opioid Response Grant aims to address the opioid crisis by increasing <br />access to medication-assisted treatment using the three FDA-approved medications for <br />the treatment of opioid use disorder, reducing unmet treatment need, and reducing opioid <br />overdose related deaths through the provision of prevention, treatment and recovery <br />activities for opioid use disorder. <br /> <br />Discussion: <br /> <br /> On August 1, 2019, the Department of Behavioral Health and Developmental <br />Services (DBHDS) notified PDBHS of an award in the amount of $400,000 in state funds <br /> <br />forVA SOR Treatment and Recovery. <br /> <br /> <br /> This funding will help PDBHS staff continue to provide Medication Assisted <br /> <br />Treatment (MAT) and expand on recovery services. <br /> <br /> $220,000 of the VA SOR Treatment funds will: <br /> Assure that, in addition to MAT, individuals receive other clinical and support <br />o <br />services that will assist them in a sound recovery, including appropriate counseling and <br />therapy, case management, and assistance with other supports <br /> Purchase medication <br />o <br /> Expand psychiatric services for substance use disorders to include MAT <br />o <br /> Manage GPRA database and data expectations <br />o <br /> Address pragmatic barriers to care, i.e. transportation <br />o <br /> <br /> $180,000 of the VA SOR Recovery funds will: <br /> Address pragmatic barriers to treatment engagement <br />o <br /> Assist in the development of strengths-based individual goals <br />o <br /> Develop community support <br />o <br /> Increase number of Certified Peer Recovery Specialists <br />o <br /> Establish first responder and peer partnerships <br />o <br /> <br /> <br /> <br /> <br />
