<br />At a Regular Meeting of the City Council on Tuesday, September 24, 2019, there
<br />were present:

<br />Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr.,
<br />Elizabeth M. Psimas, Nathan J. Clark, Paul J. Battle, Shannon E. Glover, City Manager
<br />Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr.

<br /> Pastor Michael Porter, Sr., opened the meeting with prayer, which was followed
<br />by the Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Rowe called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to approve the minutes
<br />of a Called Meeting of September 9, 2019, of a Called Meeting of September 10, 2019,
<br />of a Regular Meeting of September 10, 2019, and of a Called Meeting of September 16,
<br />2019, and was adopted by the following vote:

<br />- City Manager’s Report -
<br />
<br />19 - 348 - Adoption of an ordinance (1) accepting the Assistance to Firefighters
<br />Grant in the amount of $630,000 from the Department of Homeland Security/Federal
<br />Emergency Management Agency and appropriating said amount in the FY 2020
<br />Grants Fund for use by the Department of Fire, Rescue, and Emergency Services;
<br />and (2) transferring $63,000 from the Department of Fire, Rescue, and Emergency
<br />Services’ FY 2020 Budget to the FY 2020 Grants Fund to serve as the required local
<br />match for the said grant. The total amount of the grant is $693,000.
<br />
<br />Background:
<br />
<br /> The purpose of the Assistance to Firefighters Grant program is to protect the health
<br />and safety of the public and firefighting personnel against fire and fire-related hazards.
<br />
<br /> FEMA has determined that PFRES’s projects submitted as part of the application
<br />process were consistent with the program’s purpose and is worthy of the award of
<br />$693,000.00 (which total includes a 10% non-federal match).
<br />
<br /> This award funding will be utilized to replace the Self-Contained Breathing
<br />Apparatus\\SCBA and the Air Compressor\\Cascade/Fill Station (Fixed or Mobile) for filling
<br />the SCBA.
<br />
<br />Discussion:
<br />
<br /> All expenditures must specifically qualify under the grant guidelines.
<br />
<br /> The funding of this AFG award is instrumental in providing compliant safety
<br />equipment to personnel, equipment needed for effective and efficient public safety
<br />response, and financial assistance for responsible planning and spending.
<br />
<br />Financial Impact:
<br />
<br /> The City is required to contribute non-Federal funds equal to 10%, which is
<br />$63,000.00 of the total awarded amount.
<br />
<br /> The funding for the match is part of the Fire, Rescue, and Emergency Services FY
<br />2020 Budget.
