August 27, 2019 Ms. Psimas spoke on the following:  -Thanked employees for their contributions to the United Way. -Back to School Week high school football games. -Sunset Thursdays at High Street Landing from 6:30 p.m. - 9 p.m. -Application process is open for the Neighborhood Incentive Matching grants. -National Overdose Awareness Day, 8:30 a.m. - 4:30 p.m., Friday, August 30, 2019 at Behavioral Healthcare Services, 1811 King Street. Mr. Clark encouraged citizens and City Council to join the Parent Teacher Association  (PTA). 19 - 318 - Report on Pending Items  Bernadette Hogge, Ombudsman, gave an update on items of concern presented by citizens at the August 13, 2019 City Council Meeting. 19 - 319 - Non-Agenda Speakers 1. Mark Geduldig-Yatrofsky, P. O. Box 50141, voiced his concern with comments made on twitter by a member of Council and asked that Council members remember they represent all citizens. 2. John Aragona, 207 Florida Avenue, spoke on an economic development idea for the City. 3. Sue Landerman, 1519 Spratley Street, spoke in support of the Beach Music Awards Marketing Plan for the city. 4. Steve Carroll, 3112 Riveredge Drive, voiced his opposition to casino gambling. 5. Elliot Cohen, 3613 Point Elizabeth Drive, Chesapeake, asked that the grass be cut on High Street near Tyre Neck Road. Motion by Mr. Clark, and seconded by Mr. Moody, to go into Closed Meeting: (A) pursuant to Virginia Code subsection 2.2-3711 A.7 for the purpose of consultation with legal counsel pertaining to actual or probable litigation, where such consultation in open meeting would adversely affect the negotiating or litigating posture of the City, specifically regarding Michael A. Moore v. City of Portsmouth, CL 19003403 and CL 19003277; and (B) pursuant to Virginia Code subsection 2.2-3711 A.1 for discussion of assignment, appointment, or salaries of City Council appointees; and (C) pursuant to Virginia Code subsection 2.2-3711 A.1 for the purpose of discussing and considering prospective candidates for and appointees to boards and commissions. The motion was adopted by the following vote: Ayes: Battle, Clark, Glover, Moody, Psimas, Rowe Nays: None Motion by Ms. Psimas, and seconded by Mr. Moody, pursuant to Section 2.2- 3712(D) of the Code of Virginia, certifying that to the best of the Council Members’ knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council.
