August 27, 2019 <br /> <br /> Ms. Psimas spoke on the following: <br /> <br /> <br />-Thanked employees for their contributions to the United Way. <br /> <br />-Back to School Week high school football games. <br /> <br />-Sunset Thursdays at High Street Landing from 6:30 p.m. - 9 p.m. <br /> <br />-Application process is open for the Neighborhood Incentive Matching grants. <br /> <br />-National Overdose Awareness Day, 8:30 a.m. - 4:30 p.m., Friday, August 30, <br />2019 at Behavioral Healthcare Services, 1811 King Street. <br /> <br /> Mr. Clark encouraged citizens and City Council to join the Parent Teacher Association <br /> <br />(PTA). <br /> <br />19 - 318 - Report on Pending Items <br /> <br /> <br /> Bernadette Hogge, Ombudsman, gave an update on items of concern presented by <br />citizens at the August 13, 2019 City Council Meeting. <br /> <br />19 - 319 - Non-Agenda Speakers <br /> <br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, voiced his concern with comments made <br />on twitter by a member of Council and asked that Council members remember they <br />represent all citizens. <br /> <br />2. John Aragona, 207 Florida Avenue, spoke on an economic development idea for the <br />City. <br /> <br />3. Sue Landerman, 1519 Spratley Street, spoke in support of the Beach Music Awards <br />Marketing Plan for the city. <br /> <br />4. Steve Carroll, 3112 Riveredge Drive, voiced his opposition to casino gambling. <br /> <br />5. Elliot Cohen, 3613 Point Elizabeth Drive, Chesapeake, asked that the grass be cut <br />on High Street near Tyre Neck Road. <br /> <br /> Motion by Mr. Clark, and seconded by Mr. Moody, to go into Closed Meeting: <br /> <br />(A) pursuant to Virginia Code subsection 2.2-3711 A.7 for the purpose of consultation <br />with legal counsel pertaining to actual or probable litigation, where such consultation in <br />open meeting would adversely affect the negotiating or litigating posture of the City, <br />specifically regarding Michael A. Moore v. City of Portsmouth, CL 19003403 and CL <br />19003277; and <br /> <br />(B) pursuant to Virginia Code subsection 2.2-3711 A.1 for discussion of assignment, <br />appointment, or salaries of City Council appointees; and <br /> <br />(C) pursuant to Virginia Code subsection 2.2-3711 A.1 for the purpose of discussing <br />and considering prospective candidates for and appointees to boards and commissions. <br /> The motion was adopted by the following vote: <br /> <br />Ayes: Battle, Clark, Glover, Moody, Psimas, Rowe <br />Nays: None <br /> <br /> Motion by Ms. Psimas, and seconded by Mr. Moody, pursuant to Section 2.2- <br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members’ <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br /> <br />2.
