August 27, 2019 - New Business - 19 - 316 - Boards and Commissions Councilwoman Psimas offered the following nomination: Southside Network Authority Daniel Jones, Information Technology Director, Voting Member, to be appointed for a four year term. Dr. L. Pettis Patton, City Manager, Alternate Voting Member, to be appointed for a four year term. Motion by Ms. Psimas, and seconded by Mr. Moody, to close nominations and the above nominations were adopted by the following vote: Ayes: Battle, Clark, Glover, Moody, Psimas, Rowe Nays: None 19 - 317 - Items Submitted by Council Members • Adoption of a resolution amending Resolution R-19-21 adopted on July 9, 2019 regarding the establishment of a committee to develop a proposed school funding formula. 1. Mark Geduldig-Yatrofsky, P. O. Box 50141, spoke in support of this item. Motion by Mr. Clark, and seconded by Ms. Psimas, to adopt the following resolution, and was adopted by the following vote: “RESOLUTION AMENDING RESOLUTION R-19-21 ADOPTED ON JULY 9, 2019 REGARDING THE ESTABLISHMENT OF A COMMITTEE TO DEVELOP A PROPOSED SCHOOL FUNDING FORMULA. WHEREAS, on July 9, 2019 City Council adopted Resolution R-19-21 to establish a Committee to develop a proposed school funding formula for consideration by City Council; and WHEREAS, City Council desires to amend Resolution R-19-21 for the purpose of modifying the Committee Membership; and WHEREAS, the Committee Membership, as amended, will continue to include equal representation from the City and Portsmouth Public Schools; NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that Resolution R-19-21 is hereby amended by substituting the membership list shown on Exhibit A hereto for the membership list shown on Exhibit A to the original resolution; and BE IT FURTHER RESOLVED that, except as stated herein, Resolution R-19-21 is not otherwise amended and remains in full force and effect.” Ayes: Battle, Clark, Glover, Moody, Psimas, Rowe Nays: None Mr. Glover spoke on the following:  -Back to School Pep Rally held at Churchland High School. -Military Recognition Reception. -Mercy Chefs nonprofit organization.
