June 25, 2019 <br /> <br />19 - 233 - Adoption of an ordinance accepting an Alcohol Education and <br />Prevention grant in the amount of $3,506 from the Virginia Department of <br />Alcoholic Beverage Control and appropriating said sum in the FY 2019 Grants <br />Fund for use by the Portsmouth Police Department. <br /> <br />Background: <br /> <br /> The Virginia Department of Alcoholic Beverage Control (ABC) created the <br />Education and Prevention Grant Program that assists community partners in developing <br />and enhancing initiatives related to alcohol education and prevention. <br /> <br /> The funding is provided to organizations such as community coalitions, law <br />enforcement, nonprofits, schools, colleges and universities, faith-based organization <br />and prevention-related groups that work to prevent underage and high-risk drinking. <br /> <br />Discussion: <br /> <br /> The Portsmouth Police Department (PPD) has been awarded a grant totaling <br />$3,056 from the Virginia ABC’s Alcohol Education and Prevention grant program. <br /> <br /> PPD’s program curriculum features two stages designed to educate the youth on <br />the effects of alcohol and to create awareness. <br /> <br /> Stage one: Classroom instruction. Topics include showing youth that alcohol <br />and drowsy and distracted driving are not the means of having fun and can be, in fact, <br />a road block to enjoyment; consequences of alcohol consumption and drowsy and <br />distracted driving to include the criminal consequences that can take place. <br /> <br /> Stage two student activities: PPD will purchase a kit that includes all necessary <br />supplies to build an alcohol, drowsy and distracted driving effects awareness program. <br />This kit includes a pedal cart and all necessary equipment to execute a safe simulated <br />driving experience. <br /> <br />Financial Impact: <br /> <br /> <br /> There is no cash match requirement from the City for this grant. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustment. In addition, <br />the Chief of Police or her designee will provide grant management and oversight. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Clark, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING AN ALCOHOL EDUCATION AND PREVENTION GRANT <br />IN THE AMOUNT OF $3,506 FROM THE VIRGINIA DEPARTMENT OF ALCOHOLIC <br />BEVERAGE CONTROL AND APPROPRIATING SAID SUM IN THE FY 2019 GRANTS <br />FUND FOR USE BY THE PORTSMOUTH POLICE DEPARTMENT.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />19 - 234 - Adoption of an ordinance accepting a Virginia Rules Camp grant in the <br />amount of $5,000 from the Virginia Attorney General’s Office and appropriating <br />said sum in the FY 2020 Grants Fund for use by the Portsmouth Police Department. <br /> <br />Background: <br /> <br /> On March 15, 2019, the Virginia Attorney General’s Office invited law enforcement <br />agencies to apply for the Virginia Rules Camp Grant for 2020. Funding is available to <br />support the efforts of law enforcement agencies in developing or enhancing youth <br />programming within their communities. <br /> <br /> Virginia Rules Camp is a law-themed summer day-camp experience for <br />middle/high school aged youth hosted by local law enforcement agencies as a fun, <br />healthy way to spend a summer week, receive interactive instruction on Virginia law, and <br />build positive relationships with law enforcement officers that serve their communities. <br /> <br /> <br /> <br /> <br />
