June 25, 2019 <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />19 - 232 - Adoption of an ordinance authorizing the following budget revisions for <br />the purpose of purchasing equipment and vehicles: (1) establishing a project titled <br />“Public Utilities Equipment and Vehicles” in the FY 2019 Capital Improvement Fund <br />and transferring $432,941 and $30,821, respectively, from the “Capital Equipment” <br />and “Capital Vehicles” categories of the FY 2019 Public Utilities Fund budget into <br />said project; and (2) establishing a project titled “Waste Management Equipment <br />and Vehicles” in the FY 2019 Capital Improvement Fund and transferring the entire <br />balance of $1,188,072 from the “Capital Equipment” and “Capital Vehicles” <br />categories of the FY 2019 Waste Management Fund budget into said project. <br /> <br />Background: <br /> <br /> <br /> In the FY 2019 Operating Budgets City Council approved funding for capital <br />equipment and vehicles in both Public Utilities and Waste Management in the amounts <br />of $1,251,900 and $1,188,072, respectively. <br /> <br /> Public Utilities and Waste Management are both revenue funds. <br /> <br />Discussion: <br /> <br /> The ordinance prepared for City Council consideration creates new Capital <br />Improvement Fund codes for each department and reallocates $463,762 from the Public <br />Utilities Operating Budget and $1,188,072 from the Waste Management Operating <br />Budget for the purchase of capital equipment and motor vehicles. <br /> <br /> Purchase orders were issued by both departments in the fall of 2018 for several items, <br />to include two new rear loader and one new bulk trash trucks and two dump trucks. <br /> <br /> Due to issues beyond the City’s control, these items will not be delivered prior to the <br />end of fiscal year 2019. With the adoption of this ordinance funding will be reallocated <br />from operational budget lines to capital budget codes, to allow for purchasing of these <br />items after the closure of fiscal year 2019. All future capital equipment and vehicles will <br />be funded in these codes. <br /> <br />Financial Impact: <br /> <br /> <br /> This ordinance transfers funds from operating budgets to capital budgets for <br />accounting purposes. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustment. <br /> <br />1.
