June 25, 2019 <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will assign the budget code and credit the account <br /> <br />accordingly. <br /> <br />Motion by Mr. Clark, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING HAZARDOUS MATERIALS EMERGENCY RESPONSE <br />TEAM COST RECOVERY FUNDS IN THE AMOUNT OF $6,569.89 FROM THE <br />VIRGINIA DEPARTMENT OF EMERGENCY MANAGEMENT AND APPROPRIATING <br />SAID SUM IN THE FY 2020 GRANTS FUND FOR USE BY THE DEPARTMENT OF <br />FIRE, RESCUE AND EMERGENCY SERVICES.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />19 - 230 - Adoption of an ordinance accepting Part C Program funding in the amount <br />of $66,159 from the Virginia Department of Behavioral Health and Developmental <br />Services and appropriating said funds in the FY 2019 Behavioral Healthcare <br />Services Fund for use by the Department of BHS for the Infant and Toddler <br />Connection Program. <br /> <br />Background: <br /> <br /> Part C (Infant and Toddler Connection of Portsmouth) is a federal program that <br />provides services designed to enhance the growth and development of infants and <br />toddlers with disabilities; reduce educational costs by minimizing the need for special <br />education through early intervention; minimize the likelihood of institutionalization, while <br />maximizing independent living; and, enhance the capacity of families to meet their child's <br />needs. <br /> <br /> This program is an integral part of the City of Portsmouth’s services for its child <br />and youth populations. The Infant and Toddler Connection of Portsmouth (Part C) <br />reduces identified risk(s) by: <br /> Providing therapeutic and educational activities for vulnerable children <br />o <br />(families and at-risk children underserved and/or foregoing needed therapies due to <br />limited financial resources); and <br /> Helping to minimize the number of children entering the public-school <br />o <br />system with undiagnosed and/or untreated developmental delays. <br /> <br />Discussion: <br /> <br /> On May 3, 2019, the Infant and Toddler Connection of Portsmouth was notified <br /> <br />that it was awarded an additional $66,159 toward Part C. <br /> <br /> The Infant and Toddler Connection of Portsmouth provides services to 120 <br />children between the ages 0-3. Among the served, 13 are under the age of 1; 45 are <br />approximately one year of age, and 62 are two years of age. <br /> <br /> Currently, 133 children receive EI Targeted Case Management from Portsmouth <br />Department of Behavioral Healthcare Services (PDBHS) Part C and 12 received <br />developmental services provided by PDBHS. There are 21 children receiving <br />Occupational Therapy; 50 receive Physical Therapy, and 62 receive Speech Therapy <br />services from contracted providers through PDBHS. <br /> <br />Financial Impact: <br /> <br /> <br /> The Behavioral Healthcare Fund will increase by the said amount. <br /> <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will adjust the budget accordingly. <br /> <br /> <br /> <br /> <br /> <br />
