May 28, 2019 <br /> <br /> 3.Training (e.g. training for child welfare staff and foster and adoptive parents) <br />o <br /> <br /> There are three types of state adoption assistance payments allowed: <br /> Purchase of Services Payments <br />o <br /> Basic Maintenance Payments <br />o <br /> Enhanced Maintenance Payments <br />o <br /> <br />Discussion: <br /> <br /> The Department of Social Services has estimated shortfalls for Title IV-E Fostering <br />Futures Foster Care, IV-E State Adoption Subsidy and Special Service Payments, and <br />Title IV-E Federal Adoptions. <br /> <br /> As a result, VDSS has provided an additional $11,500 for the Fostering Futures <br />Foster Care Program; an additional $153,366 for Federal Adoption Assistance; and an <br />additional $114,452 for State Adoption Subsidy and Special Service Payments to <br />Portsmouth DSS to cover the cost for fiscal year-end. <br /> <br /> In addition, the Appropriations Act (Item 339 #2c requires the Virginia Department <br />of Social Services (VDSS) to adjust maintenance rates during the fiscal year following a <br />fiscal year when salary increases are provided for state employees. <br /> <br /> The increase is to be based on inflation costs for raising a child. Because state <br />employees received a 3% increase in their base salary in July 2017 (FY2018), funding <br />has been made available for a foster care maintenance rate increase in FY 2019. This <br />increase is also provided to families receiving adoption assistance who are getting the <br />maximum allowable maintenance payment. <br /> <br /> The basic foster care board rate increase is applicable to all local and private child <br />placing agency foster homes, as well as adoption assistance cases receiving basic <br />maintenance. Funding for local departments of social services (LDSS) to support the rate <br /> <br />increase became available April 1, 2019. <br /> <br /> The 3% increase, has contributed to the shortfall of funds in our Federal Adoption <br />Subsidy. Children who have transitioned from CSA (Children’s Services Act) services <br />into IV-E Foster Care with negotiated rates and VEMATS (Virginia Enhanced <br /> <br />Maintenance Assessment Tool) have also been affected. <br /> <br />Financial Impact: <br /> <br /> This funding does not require a local match. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will make the appropriate budget adjustments. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Clark, to adopt the following ordinance, <br />and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING SUPPLEMENTAL FUNDS FROM THE VIRGINIA <br />DEPARTMENT OF SOCIAL SERVICES IN THE AMOUNT OF $11,500 FOR THE TITLE <br />IV-E FOSTERING FUTURES FOSTER CARE PROGRAM, $153,366 FOR FEDERAL <br />ADOPTION ASSISTANCE, AND $114,452 FOR STATE ADOPTION SUBSIDY AND <br />SPECIAL SERVICE PAYMENTS, AND APPROPRIATING SAID FUNDS IN THE FY <br />2019 SOCIAL SERVICES FUND.” <br /> <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />19 - 196 - Adoption of a resolution authorizing the grant of a public utility easement <br />to the City of Suffolk having a width of 30 feet and a total area of 3,030 square feet <br />across certain property located in the Holy Neck Borough of Suffolk. <br /> <br />Background: <br /> <br /> The City of Suffolk is undertaking a sewer pump station project and has requested <br />an easement from the City of Portsmouth in connection with the project. <br /> <br /> <br /> <br /> <br /> <br />
