May 14, 2019 <br /> <br />WHEREAS, <br />it is necessary that this Council take official action regarding the 5- <br />Year CP and 2020 Annual Action Plan to comply with the regulations of the <br />aforementioned Acts; and <br /> <br />WHEREAS, <br />this Council is aware of the federal regulations governing the <br />undertaking and carrying out of activities under the community planning and development <br />programs; and <br /> <br />WHEREAS, <br />this Council recognizes its responsibility to direct that safeguards be <br />established to protect employees from using their positions for a purpose that gives the <br />appearance of being motivated by a desire for private gain for themselves or others, <br />particularly those with whom they have family, business or other ties; and <br /> <br /> WHEREAS, <br />this Council has found that the proposed 5-Year CP and 2020 Annual <br />Action Plan are appropriate to meet the needs of the City and, therefore, are acceptable <br /> <br />NOW THEREFORE BE IT RESOLVED <br />by the Council of the City of Portsmouth, <br />Virginia, that the proposed 5-Year CP and 2020 Annual Action Plan having been reviewed <br />and considered, said Plan be and hereby is approved as final in all respects, and the City <br />Manager is hereby authorized to file any additional information as may be required with <br />the Department of Housing and Urban Development in order to obtain funding for the <br />programs addressed in the Plans. <br /> <br />BE IT FURTHER RESOLVED <br /> that the City Manager is designated as the certifying <br />officer and authorized representative of the City of Portsmouth and shall provide <br />assurances as required of the locality by the Acts for the approval of the Program. <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />19-181 (I): <br /> <br />“ORDINANCE ADOPTING THE FY 2020 CLASSIFICATION AND PAY PLAN FOR <br />EMPLOYEES OF THE CITY OF PORTSMOUTH, VIRGINIA.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, voiced his concern with the budget <br /> process. <br /> <br />19-181 (J): <br /> <br />“ORDINANCE TO APPROPRIATE $452,033,481 FOR THE OPERATION OF CITY <br />GOVERNMENT DURING THE FISCAL YEAR BEGINNING JULY 1, 2019.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />- New Business - <br /> <br />19 - 182- Boards and Commissions <br /> <br />There were no appointments. <br /> <br /> <br /> <br /> <br /> <br /> <br />
