May 14, 2019 WHEREAS, it is necessary that this Council take official action regarding the 5- Year CP and 2020 Annual Action Plan to comply with the regulations of the aforementioned Acts; and WHEREAS, this Council is aware of the federal regulations governing the undertaking and carrying out of activities under the community planning and development programs; and WHEREAS, this Council recognizes its responsibility to direct that safeguards be established to protect employees from using their positions for a purpose that gives the appearance of being motivated by a desire for private gain for themselves or others, particularly those with whom they have family, business or other ties; and WHEREAS, this Council has found that the proposed 5-Year CP and 2020 Annual Action Plan are appropriate to meet the needs of the City and, therefore, are acceptable NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the proposed 5-Year CP and 2020 Annual Action Plan having been reviewed and considered, said Plan be and hereby is approved as final in all respects, and the City Manager is hereby authorized to file any additional information as may be required with the Department of Housing and Urban Development in order to obtain funding for the programs addressed in the Plans. BE IT FURTHER RESOLVED that the City Manager is designated as the certifying officer and authorized representative of the City of Portsmouth and shall provide assurances as required of the locality by the Acts for the approval of the Program. Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe Nays: None Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following ordinance, and was adopted by the following vote: 19-181 (I): “ORDINANCE ADOPTING THE FY 2020 CLASSIFICATION AND PAY PLAN FOR EMPLOYEES OF THE CITY OF PORTSMOUTH, VIRGINIA.” Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe Nays: None Motion by Ms. Lucas-Burke, and seconded by Ms. Psimas, to adopt the following ordinance, and was adopted by the following vote: 1. Mark Geduldig-Yatrofsky, P. O. Box 50141, voiced his concern with the budget process. 19-181 (J): “ORDINANCE TO APPROPRIATE $452,033,481 FOR THE OPERATION OF CITY GOVERNMENT DURING THE FISCAL YEAR BEGINNING JULY 1, 2019.” Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe Nays: None - New Business - 19 - 182- Boards and Commissions There were no appointments.
