Box 50141, spoke in support of this item. <br /> <br />19-181 (G): <br /> <br />“ORDINANCE APPROVING THE FISCAL YEAR 2020 OPERATING BUDGET FOR <br />THE PORTSMOUTH PUBLIC SCHOOL SYSTEM IN THE AMOUNT OF $199,605,957 <br />AND APPROPRIATING THE NECESSARY FUNDS TO IMPLEMENT SAID BUDGET <br />FOR THE FISCAL YEAR 2020.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Ms. Psimas, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />19-181 (H): <br /> <br />“RESOLUTION APPROVING THE COMMUNITY PLANNING AND DEVELOPMENT 5- <br />YEAR CONSOLIDATED PLAN (CP) FOR FEDERAL FISCAL YEARS 2019 to 2023 <br />AND THE FEDERAL FISCAL YEAR 2019 (CITY PROGRAM YEAR2020) ANNUAL <br /> <br />ACTION PLAN OF THE CITY OF PORTSMOUTH, VIRGINIA, AND AUTHORIZING THE <br />CITY MANAGER TO FILE DOCUMENTS REQUIRED TO OBTAIN THE CITY’S <br />COMMUNITY PLANNING AND DEVELOPMENT GRANT ENTITLEMENTS. <br /> <br /> WHEREAS <br /> the City of Portsmouth is an entitlement community under the US <br />Department of Housing and Urban Development’s (HUD) Community Development Block <br />Grant Program (CDBG) and HOME Investment Partnerships Program and is required to <br />compete a 5-Year CP that develops a comprehensive vision that encompasses affordable <br />housing, infrastructure, fair housing, civic design, economic development combined with <br />human development and a continuum of care for helping the homeless; and <br /> <br />WHEREAS, <br />pursuant to the Housing and Community Development Act of 1974, <br />as amended, the Cranston-Gonzalez National Affordable Housing Act of 1992, as <br />amended, (“Acts”), financial assistance is provided to enable localities to provide decent <br />housing, establish and maintain suitable living environments, and expand economic <br />opportunities for low to moderate income residents; and <br /> <br />WHEREAS, <br /> each of the Community Planning and Development programs (CDBG <br />and HOME) shall be operated on a single consolidated program year; and <br /> <br />WHEREAS, <br /> the required public hearing has been held and the City Council has <br />reviewed the proposed 5-Year CP and 2020 Annual Action Plan; and <br /> <br /> <br /> <br /> <br />
