April 23, 2019 <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Rowe <br />Nays: None <br /> <br />19 - 166 - Adoption of a resolution affirming the City of Portsmouth’s commitment <br />to fund the locality share of projects under agreement with the Virginia Department <br />of Transportation and providing signature authority. <br /> <br />Background: <br /> <br /> The VDOT Revenue Sharing Program provides an opportunity for localities to <br />provide local funds to match state funds for priority projects. <br /> <br />Discussion: <br /> <br /> Localities may apply and receive funds from for the Virginia Department of <br /> <br />Transportation (VDOT) for qualified Revenue Sharing Projects. <br /> <br /> Applications for Revenue Sharing Projects are accompanied by the resolution from <br /> <br />City Council. <br /> <br /> The Programmatic Agreement with VDOT affirms the City commitment to its share <br /> <br />of the project. The locality share is a fifty percent match. <br /> <br /> <br /> The current agreement with VDOT is due to expire. <br /> <br /> The new agreement will be good for 3 years and can be extended once for another <br />3 year period. <br /> <br /> The agreement will cover existing Revenue Sharing funded projects as well as any <br />new projects the City gets funded with Revenue Sharing only funds. <br /> <br />Financial Impact: <br /> <br /> The Programmatic Agreement will apply to all Revenue Sharing funded projects. <br /> <br /> Revenue Sharing projects are part of the City Capital Improvement Program under <br />Drainage and Street Improvements. <br /> <br /> Revenue Sharing projects require a 50 percent match. <br /> <br />Recommended Action: <br /> <br /> Adoption of the resolution. <br /> <br />Next Steps Following Council Action: <br /> <br /> Submit resolution to VDOT. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Clark, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION AFFIRMING THE CITY OF PORTSMOUTH’S COMMITMENT TO <br />FUND THE LOCALITY SHARE OF PROJECTS UNDER AGREEMENT WITH THE <br />VIRGINIA DEPARTMENT OF TRANSPORTATION AND PROVIDING SIGNATURE <br />AUTHORITY. <br /> <br />WHEREAS, <br /> the City of Portsmouth is a recipient of Virginia Department of <br />Transportation funds under various grant programs for transportation-related projects; <br />and <br /> <br />WHEREAS, <br /> the Virginia Department of Transportation requires each locality, by <br />resolution, to provide assurance of its commitment to funding its local share; and <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia that: <br /> <br /> 1. The City hereby commits to fund its local share of preliminary engineering, <br />right-of-way, and construction (as applicable) of the project\[s\] under agreement with the <br />Virginia Department of Transportation in accordance with the project financial documents; <br />and <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
