April 23, 2019 <br /> <br /> <br /> DSS has received state funds in the amount of $17,973.84 in July of 2018 and <br />$6,790 in December of 2018 to be allocated towards program expenditures. DSS is <br />requesting that said funds be appropriated to the DSS budget. <br /> <br />Financial Impact: <br /> <br /> No local match required. <br /> <br /> This appropriation will increase the Social Services Fund by said amount. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the appropriate budget adjustment. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING FUNDING FROM THE UNITED STATES DEPARTMENT <br />OF AGRICULTURE THROUGH THE VIRGINIA DEPARTMENT OF SOCIAL <br />SERVICES IN THE AMOUNT OF $24,763.84 AND APPROPRIATING SAID AMOUNT <br />IN THE FY 2019 SOCIAL SERVICES FUND FOR THE ELEVATE SNAP EMPLOYMENT <br />AND TRAINING PILOT PROJECT.” <br /> <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Rowe <br />Nays: None <br /> <br />19 - 165 - Adoption of an ordinance accepting Virginia Litter Prevention and <br />Recycling Program grant funds in the amount of $15,738 from the Virginia <br />Department of Environmental Quality and appropriating said amount in the FY 2019 <br />Grants Fund for use by the Divisions of Stormwater and Waste Management for <br />education and outreach. <br /> <br />Background: <br /> <br /> The Stormwater and Waste Management Divisions applied for and received a <br />Virginia Litter and Recycling Grant from the Virginia Department of Environmental Quality. <br /> <br /> This grant supports ongoing education and public outreach efforts in the <br />community to protect the environment and to help keep the City of Portsmouth clean. <br /> <br /> Education and public outreach are a significant component of our stormwater <br />management and waste management divisions’ programming, and these activities are <br />required by our Virginia Stormwater Management Program Permit that regulates how the <br />. <br />City of Portsmouth operates its stormwater program <br /> <br />Discussion: <br /> <br /> A portion of this grant will be used for materials and supplies to promote ongoing <br />litter prevention and recycling efforts by the Waste Management Division. <br /> <br /> Monies from this grant will also be used to maintain existing pet waste stations and <br />to promote stormwater outreach activities relating to proper disposal of yard waste, etc. <br /> <br /> The City has received grant funds to support program activities since FY2014. <br /> <br />Financial Impact: <br /> <br /> There is no requirement for matching funds. There is no financial impact to the <br />City of Portsmouth. <br /> <br />Motion by Mr. Clark, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING VIRGINIA LITTER PREVENTION AND RECYCLING <br />PROGRAM GRANT FUNDS IN THE AMOUNT OF $15,738 FROM THE VIRGINIA <br />DEPARTMENT OF ENVIRONMENTAL QUALITY AND APPROPRIATING SAID <br />AMOUNT IN THE FY 2019 GRANTS FUND FOR USE BY THE DIVISIONS OF <br />STORMWATER AND WASTE MANAGEMENT FOR EDUCATION AND OUTREACH.” <br /> <br /> <br /> <br /> <br />
