March 26, 2019 WHEREAS, as a pre-condition to the conveyance Mr. Ecijan has agreed to have a minor subdivision plat prepared to vacate the lot line between the Property and Mr. Ecijan’s property, and at closing the City will reimburse the actual cost of preparation of the plat in an amount not to exceed the available net sale proceeds; and WHEREAS, the vacation of the lot line and merging of the Property and Mr. Ecijan’s property through recordation of a minor subdivision plat will ensure that no new house of a size and quality incompatible with the neighborhood can be constructed on the Property; and WHEREAS, the Property is surplus property, of no value or use to the City; and WHEREAS, the proposed conveyance will place the Property back on the tax rolls and result in additional tax revenues to the City; and WHEREAS, in accordance with Section 15.2-1800 of the Virginia Code a public hearing has been held on the proposed conveyance; NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that: 1. That the Property is hereby declared to be surplus real property; 2. That conveyance of the Property to Brandon Ecijan for a purchase price of Five Hundred Ninety Dollars ($590) is hereby approved and authorized; and 3. That the City Manager is authorized to execute deeds and other instruments, and to take such further actions, as are necessary or desirable to complete the transaction authorized by this Resolution.” Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe Nays: None - New Business - 19 - 123 - Boards and Commissions There were no appointments. 19 - 124 - Items Submitted by Council Members Mr. Glover read a statement regarding recent events in the City.  Vice Mayor Lucas-Burke recognized the following women for Women’s History Month:  -Lucy M. Overton. -Ida Barbour. 19 - 125 - Report on Pending Items There were no pending items. 19 - 126 - Non-Agenda Speakers Mr. Moody asked for and received consensus of City Council to have City Attorney  Ashby read the state statute that prohibits City Council members from commenting on personnel matters.  Solomon Ashby, City Attorney, informed citizens of the state statute. 1. Barry Randall, 1515 Camden Avenue, voiced his concern with the recent events surrounding the sudden resignation of the police chief.
