March 26, 2019 <br /> <br />WHEREAS, <br /> as a pre-condition to the conveyance Mr. Ecijan has agreed to have <br />a minor subdivision plat prepared to vacate the lot line between the Property and Mr. <br />Ecijan’s property, and at closing the City will reimburse the actual cost of preparation of <br />the plat in an amount not to exceed the available net sale proceeds; and <br /> <br />WHEREAS, <br /> the vacation of the lot line and merging of the Property and Mr. <br />Ecijan’s property through recordation of a minor subdivision plat will ensure that no new <br />house of a size and quality incompatible with the neighborhood can be constructed on <br />the Property; and <br /> <br />WHEREAS, <br /> the Property is surplus property, of no value or use to the City; and <br /> <br />WHEREAS, <br /> the proposed conveyance will place the Property back on the tax rolls <br />and result in additional tax revenues to the City; and <br /> <br />WHEREAS, <br /> in accordance with Section 15.2-1800 of the Virginia Code a public <br />hearing has been held on the proposed conveyance; <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia that: <br /> <br /> 1. That the Property is hereby declared to be surplus real property; <br /> <br /> 2. That conveyance of the Property to Brandon Ecijan for a purchase price of <br />Five Hundred Ninety Dollars ($590) is hereby approved and authorized; and <br /> <br /> 3.
