March 26, 2019 <br /> <br />Financial impact: <br /> <br /> No financial impact <br /> <br />Recommended Action: <br /> <br /> Adoption of the resolution. <br /> <br />Next Steps Following Council Action: <br /> <br /> Upon adoption, the plan will be sent to the Commonwealth, and the revision <br /> <br />considered complete. <br /> <br /> <br /> In addition, the plan will be officially “in service.” <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Clark, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION APPROVING THE 2019 EDITION OF THE EMERGENCY <br />OPERATIONS PLAN FOR THE CITY OF PORTSMOUTH. <br /> <br />WHEREAS <br /> , the Federal Emergency Services and Disaster Law of 2000 requires <br />that the Commonwealth of Virginia, and each county and city thereof, develop and <br />maintain a current Emergency Operations Plan; and <br /> <br />WHEREAS, <br /> § 44-146.19 of the Code of Virginia of 1950, as amended, requires <br />that each locality conduct a comprehensive review and revision of its Plan every four <br />years; and <br /> <br />WHEREAS, <br /> the purpose of an Emergency Operations Plan is to outline a locality’s <br />appropriate response to any emergency of a size and/or complexity beyond routine <br />response systems; and <br /> <br />WHEREAS, <br /> Federal Emergency Management Agency (FEMA) regulations and <br />the Virginia Code require local government approval of its Emergency Operations Plan; <br />and <br /> <br />WHEREAS, <br /> the revised 2019 edition of the Emergency Operations Plan that has <br />been prepared by the City of Portsmouth Office of Emergency Management is compliant <br />with the guidelines established by FEMA and the Commonwealth of Virginia. <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br /> <br />Virginia that it hereby approves the 2019 edition of the Emergency Operations Plan.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />19 - 121 - Adoption of a resolution authorizing and supporting submission of an <br />application for participation in the Virginia Department of Transportation Economic <br />Development Access Program. <br /> <br />Background: <br /> <br /> The Economic Development Access Program provides funding to create adequate <br />roadway access for potential economic development sites. <br /> <br /> Adequate access may require the construction of a new roadway, improvement of <br />an existing roadway, or both, to serve the designated site. <br /> <br /> Council previously authorized submission of an application for participation in this <br />program for the area of the BASF site by Resolution R-18-16, adopted on July 24, 2018. <br /> <br /> However, VDOT subsequently modified the program guidelines to require <br />additional verbiage in application resolutions, including language specifically <br />acknowledging that local match funding is required and language regarding the locality’s <br />intent to add any new roads to the local system for the purpose of receiving annual VDOT <br />maintenance funding. <br /> <br /> <br /> <br /> <br /> <br /> <br />
