March 25, 2019

Building a roadmap is essential for cities to succeed because it aligns priorities by creating
a plan that presents solutions for an enhanced government, citizens, and businesses
while aligning with the goal of improving city services, service delivery, and quality of life
offerings.

Strategic Budget Initiatives, Aligning with 4 Big Things

City Council’s 4 BIG Things served as a guidepost in the preparation of the FY 2020
Proposed Budget.

These initiatives align with the Vision in an effort to continue the city’s progress towards
a more prosperous, lifelong learning, safe and friendly city.

Portsmouth...The Best Place for Business

A Smart City Makes Wise Choices, and we will continue in our efforts, at every level, to
ensure the prosperity of Portsmouth.

The Vision states Portsmouth is a prosperous port city that builds on its assets, its
strategic geographical location, its waterways, its rich diversity, and its sense of place to
create economic opportunity for all of its citizens.

As we continue to make strides toward increased economic development while rebuilding
and reimagining our technological infrastructure, Portsmouth is poised for lift-off.


Business Retention and Attractions – Our goal is to attract and retain a mix of
businesses, with access to skilled workers, resulting in increased resident job
opportunities and a stable local economy.


Public/Private Partnerships are an important component of Portsmouth’s overall
growth and future success that allow us to influence key elements of a
development project but also enhance the benefits and amenities built to be
enjoyed by the greater community.


Create a Business-Friendly Environment – the best way to attract business is by
making it easy to do business. We will work toward continuing to create a business-
friendly environment and establish practices in responsive and accessible
relationships with entities choosing to do business in the city.


Crawford Gateway Revitalization Strategy – Downtown Portsmouth is the city’s
historical gateway and the most vivid and authentic expression of our city’s history
and culture. It seeks to capitalize on public and private investment in Downtown
by emphasizing the City Council’s Vision to provide access to the waterfront and
reinvigorate downtown with substantial economic development.


Portsmouth Community Broadband Network – We must envision a virtual
Portsmouth through technology. In FY 2020, the construction of the Portsmouth
Community Broadband Network or “PCBN” will begin and provide state-of-the-art
connectivity with unprecedented bandwidth. This connectivity will serve as the
foundational element of all smart city applications and platforms.

Portsmouth…The Best to Live

Located in the heart of Hampton Roads, our historic port city aspires to become the Best
Place to Live in Hampton Roads as we move to ultimately to be the best in the state and
nation.

In congruence with the Vision Principles, Portsmouth is a safe and friendly city which
value, respects and protects all of its citizens, visitors, neighborhoods, and businesses.

Smart Cities are those that aspire to become a more resilient, livable, sustainable, and
inclusive city. In this regard, we are reimagining our current quality of life offerings into
possibilities that enable us to enhance the experience of living in the state’s only official
Coast Guard City.
