<br />At a Regular Meeting of the City Council on Tuesday, February 26, 2019, there
<br />were present:

<br />Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr.,
<br />Elizabeth M. Psimas, Nathan J. Clark, Shannon E. Glover, City Manager Dr. L. Pettis
<br />Patton, City Attorney Solomon H. Ashby, Jr.
<br />
<br />Father Grant Stokes opened the meeting with prayer, which was followed by the
<br />Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Rowe called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Moody, and seconded by Ms. Psimas, to approve the minutes of a
<br />Called Meeting of February 11, 2019, of a Called Meeting of February 12, 2019, and of a
<br />Regular Meeting of February 12, 2019, and was adopted by the following vote:
<br />
<br />Ayes: Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe
<br />Nays: None

<br />Introduction of Duke, newest addition to Portsmouth Police K-9 Unit.
<br />
<br />Special recognition of Department of Social Services Foster Parents.
<br />
<br />19-72 Motion adopting the City Council’s Newly Revised Vision and Guiding
<br /> Principles for the future of the City of Portsmouth
<br />
<br /> Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the City
<br />Council’s Newly Revised Vision and Guiding Principles for the future of the City of
<br />Portsmouth, and was adopted by the following vote:
<br />
<br />Ayes: Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe
<br />Nays: None
<br />
<br />Signing of Vision Principles by members of City Council.
<br />
<br />- Public Hearing -
<br />
<br />19-73 Public hearing with respect to the review of a proposal received for
<br />the construction of new City Hall and public safety facilities and the
<br />possible redevelopment of certain City properties. The proposal, if
<br />implemented in whole or in part, may result in the conveyance by the
<br />City of real property interests (fee or leasehold) in one or more of the
<br />following properties: 200 County Street, 801 Crawford Street, 801
<br />Water Street, 206 High Street, 3701 Willett Drive, and/or other City-
<br />owned properties.

<br />proposed project.
