January 8, 2019 <br /> <br />19 - 15 - Adoption of an ordinance accepting the sum of $37,405 from the State <br />Compensation Board Technology Trust Fund and appropriating said amount in the <br />FY 2019 Grants Fund for use by the Portsmouth Circuit Court Clerk’s Office to fund <br />technology maintenance and improvements. <br /> <br />Background: <br /> <br /> This Technology Trust Fund (TTF), is a $5.00 fee assessed by the Clerk of each <br />Circuit Court on each civil action, each instrument recorded in the deed books and on <br />each judgment docketed. The purpose of these funds is to develop and update individual <br />land record automation plans, implement automation plans to modernize land records <br />and to provide secure remote access. TTF may be used to obtain and update office <br />automation and information equipment including software and conversion services, <br />preserving, maintaining and enhancing court records and improving public access to court <br />records. The Technology Trust Fund is authorized by Virginia Code §17.1-279. <br /> <br /> These funds will be distributed monthly to the locality as the Clerk of Court collects <br />the fees associated with filing of civil cases and land records. <br /> <br />Discussion: <br /> <br /> The Clerk of Circuit Court utilizes these funds for the purposes in Virginia Code <br />§17.1-279. <br /> <br /> The Clerk of Circuit Court has agreed to all the services and reports required by <br />this grant. <br /> <br />Financial impact: <br /> <br /> There is no local cash match required. <br /> <br />Recommended Action: <br /> <br /> Adoption of ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Allocation of funds to the Clerk of Circuit Court Budget <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING THE SUM OF $37,405 FROM THE STATE <br />COMPENSATION BOARD TECHNOLOGY TRUST FUND AND APPROPRIATING <br />SAID AMOUNT IN THE FY 2019 GRANTS FUND FOR USE BY THE PORTSMOUTH <br />CIRCUIT COURT CLERK’S OFFICE TO FUND TECHNOLOGY MAINTENANCE AND <br />IMPROVEMENTS.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />- New Business - <br /> <br />19 - 16 - Boards and Commissions <br /> <br />Councilman Moody offered the following nominations: <br /> <br />Behavioral Healthcare Services Advisory Board <br />Roberta Hansel-Union to be appointed to fill a term ending June 30, 2021, replacing <br />Paul Bell. <br /> <br />Board of Building Code Appeals <br />Archie Bazemore to be appointed to fill a term ending August 31, 2023, replacing Gina <br />Thompson. <br /> <br />Community Criminal Justice Board <br />Michele Burton, representing the Commonwealth Attorney’s Office, to be appointed to <br />fill a term ending June 30, 2021, replacing Kara Cooper. <br /> <br /> <br /> <br /> <br />
