<br />At a Regular Meeting of the City Council on Tuesday, January 8, 2019, there were
<br />present:

<br />Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr.,
<br />Elizabeth M. Psimas, Nathan J. Clark, Paul J. Battle, Shannon E. Glover, City Manager
<br />Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr.

<br />Pastor Thornton Frye opened the meeting with prayer, which was followed by the
<br />Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Rowe called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to approve the minutes
<br />of a Called Meeting of December 10, 2018, of a Called Meeting of December 11, 2018,
<br />of a Regular Meeting of December 11, 2018, and of a Called Meeting of January 2, 2019,
<br />and was adopted by the following vote:

<br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe

<br />- City Manager’s Report -
<br />
<br />19 - 14 - Adoption of an ordinance accepting a grant in the amount of $20,000 from
<br />The Breeden Company and appropriating said amount in the FY 2019 Grants Fund
<br />for use by the Police Department to purchase bulletproof vests for K-9 patrol dogs.
<br />
<br />Background:
<br />
<br /> The Breeden Company provides community grants to surrounding localities for
<br />various reasons ranging from community art to ballistic vests for K-9 dogs.
<br />
<br />Discussion:
<br />
<br /> On December 11, 2018, the Portsmouth Police Department was awarded grant in
<br />the amount of $20,000.00 from The Breeden Company to purchase bulletproof vests for
<br />K-9 patrol dogs.
<br />
<br /> The grant will reimburse the cost expended for the purchase of bulletproof vests.
<br />
<br />Financial Impact:
<br />
<br />
<br /> The City does not have to provide a match.
<br />
<br /> Acceptance of this grant will increase the FY 2019 Grants Fund by said amount.
<br />
<br />Recommended Action:
<br />
<br /> Adoption of the ordinance.

<br />Next Steps Following Council Action:
<br />
<br /> The Finance Department will make the necessary budget adjustment. In addition,
<br />the Chief of Police or his designee will provide grant management and oversight.
<br />
<br />1. Donna Sayegh, 3104 Garland Drive, spoke in opposition to this item.
<br />
<br />Motion by Ms. Psimas, and seconded by Mr. Moody, to adopt the following
<br />ordinance, and was adopted by the following vote:
<br />
<br />“ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $20,000 FROM THE
<br />BREEDEN COMPANY AND APPROPRIATING SAID AMOUNT IN THE FY 2019
<br />GRANTS FUND FOR USE BY THE POLICE DEPARTMENT TO PURCHASE
<br />BULLETPROOF VESTS FOR K-9 PATROL DOGS.”
