November 27, 2018 <br /> <br />WHEREAS, <br /> given that the proposals address the development of the type of City <br />facilities which staff currently operates and with which staff is intimately familiar, staff <br />should perform the proposal review; <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia that, in accordance with the City Guidelines and § 56.575-3(C)(1) of the PPEA, <br />City Council hereby directs that City staff should perform the required analysis regarding <br />the specifics, advantages, disadvantages, and long-term and short-term costs of the <br />proposals received for the construction of a new City Hall and a new Public Safety <br /> <br />Building.” <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: Smith <br /> <br />18 - 448 - Adoption of a motion to permit Alicia Mahar to adopt a Portsmouth Police <br />Department Mounted Patrol Horse, “Shades”, a 15.2 hand Grey <br />Percheron/Thoroughbred Gelding. <br /> <br />Background: <br /> <br /> The Portsmouth Police Department’s (PPD) Mounted Patrol Unit provides security <br />and valuable public relations work to various events and functions within the city. <br /> <br /> The Unit provides high visibility patrols throughout the City and assists with the <br />search and apprehension of violent offenders. <br /> <br />Discussion: <br /> <br /> The PPD is retiring one working horse assigned to the Mounted Patrol Unit, a 15.2 <br />hand Grey Percheron/Thoroughbred Gelding named “Shades”. <br /> <br /> “Shades” is unable to be safely trained and has displayed numerous tendencies to <br />try to dismount his rider. Due to his size and strength, this poses a significant risk to the <br />rider and the public. He is not suitable for continued use by the Mounted Patrol Unit. <br /> <br /> Alicia Mahar, a resident of Virginia Beach and owner of Circle a Home for Horses, <br />has agreed/requested to adopt the horse. <br /> <br /> The adopter must agree to abide by the Virginia Anti-Cruelty Laws, Animal Welfare <br />Laws 1992, and Code of Virginia §3.2-6570. <br /> <br /> A visual inspection by the Mounted Patrol Unit found the adopter’s facilities to be <br />exceptional and surpassing required applicable animal care laws. <br /> <br />Financial Impact: <br /> <br /> There are no costs to the City for this adoption. <br /> <br /> The City will relinquish all responsibilities for the feeding, care, upkeep, overall <br />well-being and any liability related to this horse. <br /> <br />Recommended Action: <br /> <br /> Adoption of the motion. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Clark, to adopt a motion to permit <br />Alicia Mahar to adopt a Portsmouth Police Department Mounted Patrol Horse, “Shades”, <br />a 15.2 hand Grey Percheron/Thoroughbred Gelding, and was adopted by the following <br />vote: <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Rowe <br />Nays: None <br /> <br />- New Business - <br /> <br />18 - 449 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
