The approximate value of the land in Speights Run is $1,443.77 per acre <br />according to the assessment of the Suffolk Assessor, which is based on a value of the <br />land in Speights Run at $500,700 for 346.80 acres. <br /> <br />Financial Impact: <br /> <br /> The proposed sale will have little effect on City finances. <br /> <br />Recommended Action: <br /> <br /> Adoption of the resolution. <br /> <br />Next Steps Following Council Action: <br /> <br /> Notify Suffolk that the City of Portsmouth is prepared and authorized to move <br />forward upon receiving all necessary documents including an Agreement of Sale <br />executed by Suffolk. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Clark, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION AUTHORIZING THE CONVEYANCE OF A 0.204 ACRE PORTION OF <br />THE SPEIGHTS RUN RESERVOIR TO THE CITY OF SUFFOLK AND RELATED <br />EASEMENTS TO THE CITY OF SUFFOLK, DOMINION ENERGY VIRGINIA AND <br />VERIZON VIRGINIA, LLC IN FURTHERANCE OF THE WIDENING AND <br />IMPROVEMENT OF ROUTE 58, AND FURTHER AUTHORIZING THE CITY MANAGER <br />TO EXECUTE A SALES AGREEMENT AND ALL DEED(S) AND OTHER DOCUMENTS <br />NECESSARY TO EFFECTUATE THE INTENT OF THIS RESOLUTION. <br /> <br /> WHEREAS, <br />the City of Suffolk is preparing to widen and improve a portion of <br />Route 58, also known as Holland Road, which abuts Speights Run Reservoir owned by <br />the City of Portsmouth; and <br /> <br /> WHEREAS <br />, the City of Suffolk has requested the City of Portsmouth to enter into <br />an Agreement of Sale whereby the City of Portsmouth would agree to sell to the City of <br />Suffolk a 0.204 acre (8,900 square foot) portion of Speights Run Reservoir along with <br />easements required by said construction and subsequent maintenance; and <br /> <br /> WHEREAS <br />, said Agreement of Sale further provides for the City of Portsmouth to <br />convey a joint easement for utilities necessitated by said project to Dominion Energy <br />Virginia and Verizon Virginia, LLC, and <br /> <br /> WHEREAS <br />, the Agreement calls for the City of Suffolk to pay to the City of <br />Portsmouth the sum of $8,073 as consideration for the right of way and necessary <br />easements. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia, that for a purchase price of $8,073 it hereby authorizes the following <br />conveyances: (1) to the City of Suffolk, a 0.204 acre (8,900 square foot) portion of the <br />Speights Run Reservoir, permanent easements of approximately 0.193 acre (8,411 <br />square feet) and 0.075 acre (3,263 square feet) for maintenance of drainage and slope, <br />and a temporary easement for construction of 0.059 acre (2,585 square feet) to expire <br />with completion of construction; and (2) to Dominion Energy Virginia and Verizon Virginia, <br />LLC easements for utilities of approximately 0.190 acre (8,297 square feet); and <br /> <br /> BE IT FURTHER RESOLVED <br /> that the City Manager be, and she hereby is, <br />authorized to execute a Sales Agreement and all necessary deed(s) and other documents <br /> <br />as may be required to effectuate the intent of this Resolution.” <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
