September 25, 2018 <br /> <br />Background: <br /> <br /> The Virginia Department of Emergency Management recognized the critical role <br />of emergency management at the local level. Strong local emergency management <br />programs keep the Commonwealth safer and allow all of us to respond and recover <br />effectively and efficiently when an emergency or disaster occurs. <br /> <br /> The purpose of the Radiological Emergency Preparedness Program is to support <br />the activities of local emergency management agencies in establishing, maintaining and <br />operating such emergency plans, programs and capabilities to deal with nuclear <br />accidents as are required by the Nuclear Regulatory Commission and the Federal <br />Emergency Management Agency with respect to nuclear power stations. <br /> <br />Discussion: <br /> <br /> This funding will be used to purchase and maintain equipment to enhance our <br />HAZMAT Team’s response capabilities to radiological incidents. <br /> <br />Financial impact: <br /> <br /> This program does not require a local cash match and\\or In-Kind services. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will assign the budget code. <br /> <br /> <br /> Completion of the Grant Agreement by the City Manager. <br /> <br /> <br /> Begin maintaining the continuous readiness of the HAZMAT units. <br /> <br />Motion by Mr. Clark, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING RADIOLOGICAL EMERGENCY PREPAREDNESS <br />PROGRAM FUNDING IN THE AMOUNT OF $700 FROM THE VIRGINIA <br />DEPARTMENT OF EMERGENCY MANAGEMENT AND APPROPRIATING SAID <br />AMOUNT IN THE FY 2019 GRANTS FUND FOR USE BY THE DEPARTMENT OF <br />FIRE, RESCUE AND EMERGENCY SERVICES.” <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Whitaker, Rowe <br />Nays: None <br /> <br />18 - 367 - Adoption of an ordinance accepting Education and Training Voucher <br />(ETV) funds in the amount of $5,252 from the Virginia Department of Social Services <br />and appropriating said sum in the FY 2019 Social Services Fund for use by the <br />Department of Social Services. <br /> <br />Background: <br /> <br /> The ETV Program provides federal and state funding to help eligible youth with <br />expenses associated with college and vocational training programs. <br /> <br /> ETV benefits are available to eligible youth between the ages of 14 through 26 <br />years of age. <br /> <br /> Eligible youth can access up to $5,000 per year or the total cost of attendance per <br />year (whichever is less), depending on availability of funds. <br /> <br /> The purpose of the ETV Program is to pay for goods and /or services designed to <br />assist eligible youth in successfully completing a post-secondary educational or <br />vocational training program by covering the following expenses: <br /> Tuition and fees, room and board, rental or purchase of required educational <br />o <br />equipment, materials, or supplies (including a computer, printer, and needed software for <br />school), allowance for books, supplies and transportation, special study projects related <br />to education, child care and other related expenses. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
