September 25, 2018 “ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $552,761 FROM THE VIRGINIA DEPARTMENT OF CRIMINAL JUSTICE SERVICES AND APPROPRIATING SAID AMOUNT IN THE FY 2019 GRANTS FUND FOR USE BY THE COMMONWEALTH’S ATTORNEY’S OFFICE FOR THE VICTIM WITNESS PROGRAM.” Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Whitaker, Rowe Nays: None 18 - 365 - Adoption of ordinance to amend Section 2-790 of Chapter 2 of the Code of the City of Portsmouth, Virginia (2006), as amended, to expand the Community Criminal Justice Board by designating four new members. Background:  The Community Criminal Justice Board is established to function pursuant to § 53- 180 of the Code of Virginia.  This board currently has eighteen members allocated and requests that four more members be added. Discussion:  The CCJB has been involved in a comprehensive planning process since January 1, 2018 and has identified the need to expand the board’s membership to be more representative of the criminal justice stakeholders.  CCJB membership is governed by Code of Virginia § 9.1-178 and § 2-790 of the Portsmouth City Code. The Board seeks to increase its membership to include other criminal justice stakeholders. This will increase the knowledge, experience, and resources of the membership.  The CCJB recommends amending the City Code to extend full membership to the Chief of Adult Probation and Parole (State Probation), the Director of Juvenile Court Services (Juvenile Probation), the Director of Community Corrections and Pretrial Services (Local Probation), and the Director of Social Services. Financial Impact:  There is no fiscal impact for the city of Portsmouth. Recommended Action:  Adoption of ordinance. Next Steps Following Council Action:  Appointment of the four new members. Motion by Mr. Moody, and seconded by Ms. Psimas, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE TO AMEND SECTION 2-790 OF CHAPTER 2 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA (2006), AS AMENDED, TO EXPAND THE COMMUNITY CRIMINAL JUSTICE BOARD BY DESIGNATING FOUR NEW MEMBERS.” Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Whitaker, Rowe Nays: None 18 - 366 - Adoption of an ordinance accepting Radiological Emergency Preparedness Program funding in the amount of $700 from the Virginia Department of Emergency Management and appropriating said amount in the FY 2019 Grants Fund for use by the Department of Fire, Rescue and Emergency Services.
