September 25, 2018 <br /> <br />“ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $552,761 FROM THE <br />VIRGINIA DEPARTMENT OF CRIMINAL JUSTICE SERVICES AND APPROPRIATING <br />SAID AMOUNT IN THE FY 2019 GRANTS FUND FOR USE BY THE <br />COMMONWEALTH’S ATTORNEY’S OFFICE FOR THE VICTIM WITNESS <br />PROGRAM.” <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Whitaker, Rowe <br />Nays: None <br /> <br />18 - 365 - Adoption of ordinance to amend Section 2-790 of Chapter 2 of the Code <br />of the City of Portsmouth, Virginia (2006), as amended, to expand the Community <br />Criminal Justice Board by designating four new members. <br /> <br />Background: <br /> <br /> <br /> The Community Criminal Justice Board is established to function pursuant to § 53- <br /> <br />180 of the Code of Virginia. <br /> <br /> This board currently has eighteen members allocated and requests that four more <br />members be added. <br /> <br />Discussion: <br /> <br /> The CCJB has been involved in a comprehensive planning process since January <br />1, 2018 and has identified the need to expand the board’s membership to be more <br />representative of the criminal justice stakeholders. <br /> <br /> CCJB membership is governed by Code of Virginia § 9.1-178 and § 2-790 of the <br />Portsmouth City Code. The Board seeks to increase its membership to include other <br />criminal justice stakeholders. This will increase the knowledge, experience, and <br />resources of the membership. <br /> <br /> The CCJB recommends amending the City Code to extend full membership to the <br />Chief of Adult Probation and Parole (State Probation), the Director of Juvenile Court <br />Services (Juvenile Probation), the Director of Community Corrections and Pretrial <br />Services (Local Probation), and the Director of Social Services. <br /> <br />Financial Impact: <br /> <br /> <br /> <br /> There is no fiscal impact for the city of Portsmouth. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Appointment of the four new members. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE TO AMEND SECTION 2-790 OF CHAPTER 2 OF THE CODE OF THE <br />CITY OF PORTSMOUTH, VIRGINIA (2006), AS AMENDED, TO EXPAND THE <br />COMMUNITY CRIMINAL JUSTICE BOARD BY DESIGNATING FOUR NEW <br />MEMBERS.” <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Whitaker, Rowe <br />Nays: None <br /> <br />18 - 366 - Adoption of an ordinance accepting Radiological Emergency <br />Preparedness Program funding in the amount of $700 from the Virginia Department <br />of Emergency Management and appropriating said amount in the FY 2019 Grants <br />Fund for use by the Department of Fire, Rescue and Emergency Services. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
