~eptember 16, 1986 We propose that the flagpole be installed at a site within the grass covered area of Riverfront Park. The specific site requested is approximately 15-20 feet from the seawall, on a line extending from the median of High Street, through the fountain, to the seawall site on this line further back from the seawall would be suitable .ed it were not too close to the fountain. This slide will show you a semblance of the completed project. The pole is to be a free standing, white ename~ d, tapered ste~ ole 80 feet tall, equipped with a rotating truck and internal hal- rards to prevent fouling of the flag with shifting winds. We propose a mcd~rately sized flag, 15 × 25 feet, displayed and night, weather permitting, illuminated during darkness in accordance with Public Law 94-344 of July 7, 1976. To accomplish this undertaking, Portsmouth Flag Associates will the City's assistance in negotiating contracts for soil testin engineering design, foundation emplacement and possibly driving of ~iles. Cost of City expenses will be reimbursed by the Associates timely as possible. The City will retain full authority over flag handling procedu ceremonies. However, the responsibility of maintenance of the ~roject, flag renewals and conducting of ceremonies will rest with ~he Associates and without cost to the City. Portsmouth's Riverfront Park is a beautiful front yard, a "window on the world's!. Uniquely situated for proclaiming that "here in this historic seafaring City, ~e proudly display our strong ~atriot~c spirit". We respectfully request City Council approval of this proposal ~t an early date ~n order that we may be able to raise the first at appropriate ceremonies on Memorial Day 1987.
