July 24, 2018 <br /> <br />Background: <br /> <br /> The Virginia Commission for the Arts (VCA) annually awards grants for art <br />programs and performances to localities through its Creative Communities Partnership <br /> <br />Grant, formerly the Local Government Challenge Grant. <br /> <br /> The Director of Museums submitted a grant application to the VCA requesting <br /> <br />$4,500 to help support Mosaic Steel Orchestra’s Mosaic Junior program. <br /> <br /> The program teaches the steelpan art form to students at Douglas Park <br /> <br />Elementary and Cradock Middle School. <br /> <br /> <br /> The goals are to instill the values of focus, teamwork and leadership. <br /> <br />. <br />Discussion: <br /> <br /> In order for the funds to be released, the VCA must receive written confirmation <br />that Portsmouth has fulfilled the matching requirement by submitting the appropriate page <br /> <br />from its budget book. <br /> <br /> The requirement is met through an appropriation of FY2019 local tax revenues for <br /> <br />arts organizations matching or exceeding the amount of the grant. <br /> <br /> The City of Portsmouth has exceeded this requirement through its grants to <br /> <br />Cultural Arts Organizations. <br /> <br /> A letter must be sent to the VCA that includes a list of the organizations that <br /> <br />received funding and the amount, including the VCA match awarded to each organization. <br /> <br />Financial Impact: <br /> <br /> The grant has a $4,500 local match requirement. The match for this grant is <br /> <br />currently in the FY 2019 awards to Cultural Organizations. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br />. <br /> The Finance Department will make the necessary budgetary adjustment <br /> <br /> The Director of Museums will meet with the Executive Director of Mosaic Steel <br /> <br />Orchestra to discuss the grant, the guidelines and deadline for completion of the project. <br /> <br /> The Director of Museums will submit the necessary paperwork to VCA on or before <br /> <br />the required deadline. <br /> <br />Motion by Ms. Psimas, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A CREATIVE COMMUNITIES PARTNERSHIP GRANT IN <br />THE AMOUNT OF $4,500 FROM THE VIRGINIA COMMISSION FOR THE ARTS AND <br />APPROPRIATING SAID FUNDS IN THE FY 2019 GRANTS FUND FOR USE BY THE <br />DEPARTMENT OF MUSEUMS.” <br /> <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Whitaker, Rowe <br />Nays: None <br /> <br />18 - 286 - Adoption of an ordinance to amend and reordain Chapter 22 of the Code <br />of the City of Portsmouth, Virginia (2006) by amending Section 22-12 and adding a <br />new Section 22-12.1 for the purpose of establishing regulations for parades and <br />public assemblies. <br /> <br />Background: <br /> <br /> The civil unrest in Charlottesville and other areas of the country over the past year <br />demonstrated the importance of reviewing and updating local parade and assembly <br />regulations. <br /> <br /> On December 1, 2017 the Governor’s Task Force on Public Safety Preparedness <br />and Response to Civil Unrest issued its Final Report and Recommendations. <br /> <br /> The Report included an analysis of the balance between First Amendment rights <br />and public safety and suggested several best practices for permitting and regulating <br />public assemblies. <br /> <br /> <br /> <br /> <br /> <br />
