July 24, 2018 “ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $557,246 FROM THE VIRGINIA DEPARTMENT OF CRIMINAL JUSTICE SERVICES AND APPROPRIATING SAID FUNDS IN THE FY 2019 GRANTS FUND TO PROVIDE FUNDING TO OPERATE LOCAL PROBATION AND PRETRIAL SERVICES IN THE CITY OF PORTSMOUTH.” Ayes: Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe Nays: None Councilman Smith was absent during the vote. 18 - 284 - Adoption of an ordinance to amend Section 10-105 of Chapter 10 of the Code of the City of Portsmouth, Virginia (2006), as amended, to change the voting location for Precinct Number 22 from Forward Church to St. Mark Deliverance Center, located at 3801 Turnpike Road, and to formally change the name of Precinct Number 22 to “St. Mark Deliverance Center”. Background:  The Portsmouth Electoral Board recommends moving the polling place for Precinct No. 22 from Forward Church, located at 3915 Turnpike Road, to St. Mark Deliverance Center, located at 3801 Turnpike Road. The precinct name and the location must be changed. Discussion:  St. Mark Deliverance Center is located at 3801 Turnpike Road. The proposed polling place is within the precinct boundary lines.  The church has 149 parking spaces, is handicapped accessible, has 18 handicapped parking spaces, and is accessible by public transportation.  07/06/2018. Precinct No. 22 has1939 registered voters as of Financial Impact:  The financial impact will be minimal. Voters registered in the precinct will be notified of the change as required by Virginia Code §24.2-306. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  The General Registrar/Director of Elections will notify voters by mail of the new precinct location in a timely manner and will advertise the change in the local newspaper. Motion by Ms. Lucas-Burke, and seconded by Mr. Clark, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE TO AMEND SECTION 10-105 OF CHAPTER 10 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA (2006), AS AMENDED, TO CHANGE THE VOTING LOCATION FOR PRECINCT NUMBER 22 FROM FORWARD CHURCH TO ST. MARK DELIVERANCE CENTER, LOCATED AT 3801 TURNPIKE ROAD, AND TO FORMALLY CHANGE THE NAME OF PRECINCT NUMBER 22 TO “ST. MARK DELIVERANCE CENTER”.” Ayes: Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe Nays: None Councilman Smith was absent during the vote. 18 - 285 - Adoption of an ordinance accepting a Creative Communities Partnership grant in the amount of $4,500 from the Virginia Commission for the Arts and appropriating said funds in the FY 2019 Grants Fund for use by the Department of Museums.
